{"data":{"id":"us-ky/krs-164.095","jurisdiction":"us-ky","citation":"KRS 164.095","heading":"Postsecondary education accountability process -- Annual accountability","body":"report.\n(1) As used in this section, unless the context requires otherwise:\n(a) \"Disability\" means hard of hearing, including deafness; speech or language\nimpairment; visual impai rment, including blindness; orthopedic impairment;\nother health impairment that substantially limits a major life activity; or\nspecific learning problem.\n(b) \"Institution\" means public universities, their subdivisions, and the Kentucky\nCommunity and Technical College System.\n(2) It is the intent of the General Assembly that an accountability process be\nimplemented which provides for a systematic ongoing evaluation of quality and\neffectiveness in Kentucky postsecondary educational institutions and to provide  a\nmethod for evaluating each institution's progress toward meeting specific goals,\nprinciples, strategies, objectives, and benchmarks as set forth in the strategic agenda\nestablished in KRS 164.0203. It is further the intent of the General Assembly that\nthe accountability process monitor performance at the institutions in each of the\nmajor areas of instruction, research, and public service, while recognizing the\nindividual missions of each of the institutions. The accountability process shall\nprovide for t he adoption of systemwide and individual performance goals with\nstandards identified with the advice of the postsecondary educational institutions\nand the Council on Postsecondary Education.\n(3) The Council on Postsecondary Education shall develop and impl ement a system of\naccountability for the postsecondary education institutions that measures:\n(a) Educational quality and educational outcomes;\n(b) Student progress in the postsecondary system;\n(c) Research and service activities;\n(d) Use of resources;\n(e) Other performance or outcomes that support the achievement of the strategic\nagenda, including involvement in quality enhancement of elementary and\nsecondary education; and\n(f) Other indicators as deemed appropriate by the Council on Postsecondary\nEducation.\n(4) The Council on Postsecondary Education shall collect information, maintain a\ncomprehensive database, and publish reports on the condition of the postsecondary\neducation system that include but are not limited to student enrollments, utilization\nof facilities, and the finances of the institutions.\n(5) The Council on Postsecondary Education shall submit to the Governor and the\nLegislative Research Commission an annual accountability report providing\ninformation on the implementation of performance stand ards and the achievement\nof the performance goals during the prior year and initiatives to be undertaken\nduring the next year.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=4201","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:14Z","sha256":"6b7eb04ba8156377ba529f4d8f8209ced077f17f8a4a086626e152f92a0b8fbb","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.092","next":"us-ky/krs-164.096"},"notice":"GroundRules: Original legal text.
