Joint programming and\narticulation of vocational -technical education nondegree programs with associate degree\nprograms shall be pursued between the Kentucky Community and Technical College\nSystem and other postsecondary institutions when feasible. No public institution of higher\neducation shall offer any ne w program of a vocational -technical-occupational nature\nbelow the associate degree level without the review of the board of regents for the\nKentucky Community and Technical College System and the approval of the Council on\nPostsecondary Education.
