{"data":{"id":"us-ky/krs-164.306","jurisdiction":"us-ky","citation":"KRS 164.306","heading":"Evidence -based reading instructional programming -- Instruction on","body":"teaching of reading and language arts -- Teacher preparation tests -- Report.\n(1) Postsecondary institutions offering teacher preparation programs for\ninterdisciplinary early chil dhood education or elementary regular education shall\ninclude evidence -based reading instructional programming related to reading\ninstruction in the areas of phonemic awareness, phonics, fluency, vocabulary, and\ncomprehension and on:\n(a) The administration  of specific assessment processes, programs, and\ninterventions used to identify student strengths and needs and that are\ndetermined by the Department of Education to be reliable and valid;\n(b) The use of assessment data for designing instruction and interventions;\n(c) Progress monitoring of student performance; and\n(d) Instructional strategies that address students' individual differences.\n(2) Postsecondary institutions offering teacher preparation programs for\ninterdisciplinary early childhood education or elementary regular education shall:\n(a) Provide instruction on how to teach reading and language arts using\nscientifically researched and evidence -based reading instruction and reading\nintervention programs as defined in KRS 158.306;\n(b) Prohibit instruction on teaching reading and language arts that incorporates a\nthree-cueing system as defined in KRS 158.306; and\n(c) Align to the academic standards established by the Department of Education,\nand the approved list of reading curriculum and interventions t hat are utilized\nby local districts under KRS 158.306.\n(3) The Education Professional Standards Board shall develop and maintain a list of\napproved teacher preparation tests that are determined by the board to be an\neffective evaluation of reading instruction knowledge and skills.\n(4) All new teachers seeking certification in interdisciplinary early childhood education\nor elementary education shall successfully pass an approved teacher preparation test\nthat includes an evaluation of reading instruction knowledge and skills.\n(5) The Education Professional Standards Boar d shall report program data to an\nexternal evaluator for analysis of postsecondary teacher preparation programs for\ninterdisciplinary early childhood education or elementary regular education for the\ngoal of increasing the success of new teacher candidates  in demonstrating reading\ninstruction knowledge and skills.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56811","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:15Z","sha256":"5a9e7278b1c7d26c3a456df03b1eb676944cc22d3c8b550e7bf539ba13c8c502","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.305","next":"us-ky/krs-164.3061"},"notice":"GroundRules: Original legal text.
