{"data":{"id":"us-ky/krs-164.3061","jurisdiction":"us-ky","citation":"KRS 164.3061","heading":"Teacher preparation programs for elementary regular education to","body":"include instructional strategies and resources for mathematics instruction --\nList of approved teacher preparation assessments and evaluation rubric --\nReports.\n(1) As used in this section, \"department\" means the Kentucky Department of\nEducation.\n(2) Beginning with the 2025 -2026 school year, postsecondary institutions offering\nteacher preparation programs for elementary regular education shall include\nkindergarten through grade three (3) evidence -based instructional strategies,\ndepartment-identified valid and reliable high -quality resources for mathematics\ninstruction related to KRS 158.8402, and:\n(a) Evidence-based instructional strategies determined by the department to be\neffective at improving student learning for the range of students in their\nclassrooms, including students needing to make progress toward proficiency,\nexceptional students, and students who are multilingual learners;\n(b) High-quality instructional resources as  determined by the department to be\neffective at improving student learning for the range of students in their\nclassrooms, including students needing to make progress toward proficiency,\nexceptional students, and students who are multilingual learners;\n(c) The use of a range of assessment data for designing instruction and\nintervention;\n(d) Progress monitoring of student performance; and\n(e) Field experience and student teaching placements with teachers that model,\nand supervisors with knowledge of, paragraphs (a) to (d) of this subsection.\n(3) By January 1, 2025, the Education Professional Standards Board shall:\n(a) Develop and maintain a list of approved teacher preparation assessments that\nare determined by the board to be an effective evaluation of mathe matics\ninstruction, content and practice standards, and skills; and\n(b) Develop an evaluation rubric for observing teacher candidates with focus on\nmathematics content and pedagogical knowledge.\n(4) The Education Professional Standards Board shall report program data to an\nexternal evaluator for analysis of postsecondary teacher preparation programs with\nthe goal of using the results to help increase the success of new teacher candidates\nin demonstrating mathematics instruction, content knowledge, and skills.\n(5) The Education Professional Standards Board shall report to the Legislative\nResearch Commission for referral to the Interim Joint Committee on Education the\nresults provided by the external eva luator's analysis and data on all assessments\nrequired for certification, including the number of students testing, the number of\nstudents passing, and the number of times an individual student takes a test prior to\npassing.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55620","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:15Z","sha256":"f3af36b31e4c74f37dcbaccd05eec936dfb0523e02f65133769c9fc9f512848d","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.306","next":"us-ky/krs-164.310"},"notice":"GroundRules: Original legal text.
