Each board shall appoint a\ntreasurer, and such officers as it deems necessary, but no member of any of the boards\nshall be appointed treasurer. No member of any board shall draw any salary for his or h er\nservices, but shall be reimbursed for necessary expenditures made in going to and from\neach meeting of the board and for other legitimate expenses, except a member who\nresides outside the Commonwealth shall not be reimbursed for out -of-state travel.
