{"data":{"id":"us-ky/krs-164.350","jurisdiction":"us-ky","citation":"KRS 164.350","heading":"General powers and duties of boards of regents.","body":"(1) The government of each of the state universities and the Kentucky Community and\nTechnical College System is vested in its respective board of regents. Each board,\nwhen its members have been appointed and qualified, shall constitute a body\ncorporate, with t he usual corporate powers, and with all immunities, rights,\nprivileges, and franchises usually attaching to the governing bodies of educational\ninstitutions. Each board may:\n(a) Receive grants of money and expend the same for the use and benefit of the\nuniversity or college;\n(b) Require such reports from the president, officers, faculty, and employees as it\ndeems necessary and proper from time to time;\n(c) Determine the number of divisions, departments, bureaus, offices, and\nagencies needed for the successf ul conduct of the affairs of the university or\ncollege; and\n(d) Grant diplomas and confer degrees upon the recommendation of the president\nand faculty.\n(2) Each board shall adopt bylaws, rules, and regulations for the governance of its\nmembers, officers, a gents, and employees, which shall reference the member\nremoval and replacement provisions of KRS 63.080, and the board shall enforce\nobedience to such bylaws, rules, and regulations.\n(3) Each board shall periodically evaluate the institution's progress in implementing its\nmissions, goals, and objectives to conform to the adopted strategic agenda. Officers\nand officials shall be held accountable for the status of the institution's progress.\n(4) (a) In addition to the duties required in subsections (1), (2), and (3) of this\nsection, the board for the Kentucky Community and Technical College\nSystem, upon recommendation of the president of the system, shall:\n1. Review the president's biennial budget request for the Kentucky\nCommunity and Technical College System;\n2. Designate each college with a name;\n3. Encourage and accept donations of land and funds to be used in the\nacquisition, construction, or operations of  colleges in the system. The\nboard may commemorate donations from private persons or\ncorporations with suitable memorials;\n4. Accept federal grants when deemed appropriate to be used in the\nacquisition, construction, or operations of colleges in the system; and\n5. Review the budget planning and implementation processes to ensure\nconsistency with the adopted strategic agenda and biennial budget and\nwith the missions of the colleges within the system; and\n(b) The board of regents shall adopt a policy specifyi ng the minimum\nqualifications of the president of the system and the chancellors of the\ncolleges, which shall be the same.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57975","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:15Z","sha256":"d0bab2ae59e0c8cd028742b046906d5aff695153205a519e3b45936cc72e8309","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.348","next":"us-ky/krs-164.351"},"notice":"GroundRules: Original legal text.
