{"data":{"id":"us-ky/krs-164.357","jurisdiction":"us-ky","citation":"KRS 164.357","heading":"Governmental Services Center at Kentucky State University -- Authority","body":"to direct -- Duties and responsibilities of center -- Executive director of\nauthority.\n(1) There is established as a separate administrative body of state government the\nGovernmental Services Center at Kentucky State University which shall be attached\nto the Personnel Cabinet for administrative purposes. The center shall be governed\nby the Governmental Services Center Authority.\n(2) The authority shall consist of the president of Ke ntucky State University, who shall\nbe chairman, the secretary of the Finance and Administration Cabinet, the secretary\nof the Personnel Cabinet, two (2) members appointed by the Governor, each of\nwhom shall serve as ex officio voting members of the authori ty, and two (2) other\nvoting members to be appointed by the chairman of the authority. Appointed\nmembers shall be citizens and residents of the Commonwealth of Kentucky. The\ninitial term of one (1) of the members appointed by the chairman shall be for two\n(2) years, and the initial term of the other appointed member shall be for a term of\nfour (4) years; thereafter, all appointments shall be for terms of four (4) years, but\nappointed members shall be removable at will by the chairman of the authority.\n(3) The Governmental Services Center at Kentucky State University, under direction of\nthe authority, shall be responsible for the development, coordination, content,\napproval, and implementation of all training, employee development, and related\nprograms conduc ted for and on behalf of all program cabinets, departments,\nadministrative bodies, and program managers of the state government. The center\nshall conduct, or cause to be conducted, ongoing management training programs for\nall program managers and superviso rs within the executive branch of state\ngovernment. The organizational units whose supervisors and managers received\ntraining at the center shall share the cost of the training on a pro rata basis. The\ncenter shall encourage the enrollment of state employe es in academic courses and\nprograms at Kentucky State University. If desired academic courses are not\navailable at the university, and cannot feasibly be developed by the university, other\nuniversities and community colleges within the Commonwealth shall b e utilized.\nThe authority shall determine the appropriateness of all such programs.\n(4) The authority may employ an executive director and other employees necessary to\nperform the functions of the center in accordance with the provisions of KRS\nChapter 18A. The executive director or any staff member of the center may hold\nconcurrently with their employment by the center, and subject to the provisions of\nKRS 164.360 and 164.365, faculty appointments of appropriate rank at Kentucky\nState University.\n(5) Members of the authority who are not either state or university employees shall be\nreimbursed for their actual expenses in attending meetings for the authority.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=4272","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:15Z","sha256":"9108837f0fbf466d1104cae85c432d757ba03432403c76a19083fbad4655e38f","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.355","next":"us-ky/krs-164.3571"},"notice":"GroundRules: Original legal text.
