{"data":{"id":"us-ky/krs-164.580","jurisdiction":"us-ky","citation":"KRS 164.580","heading":"Kentucky Community and Technical College System -- Curricula -- Goals","body":"-- Degree, certificate, and diploma programs -- Duties of president.\n(1) The Kentucky Community and Technical College System is established and shall\nprovide:\n(a) A general two (2) year academic curriculum with credits transferable to two\n(2) year and four (4) year colleges and universities;\n(b) Technical and semiprofessional programs of two (2) years or less;\n(c) Within a two (2) year college curriculum, courses in general education,\nincluding adult education, not necessarily intended for transfer nor technically\noriented; and\n(d) Services to Kentucky's employers and the general public to provide\ncontinuing education and customized training for purposes of improving the\nknowledge and skills of Kentucky workers and citizens in all regions of the\nstate.\n(2) The KCTCS shall be responsive to the needs of students and employers in all\nregions of the Commonwealth with accessible education and training to support the\nlifelong learning needs of Kentucky citizens in order to:\n(a) Increase the basic academic and literacy skills of adults through adult basic\neducation and remedial education services;\n(b) Increase the technical skills and professional expertise of Kentucky workers\nthrough associate and technical degrees, diploma, and certificate programs;\n(c) Increase the access for students to complete prebaccalaureate associate\ndegrees;\n(d) Enhance the relationship of credentials between secondary and postsecondary\nprograms which permit secondary students to enter programs through early\nadmission, advanced placement, or dual enrollment;\n(e) Facilitate transfers of credit between certificate, diploma, technical, and\nassociate degree programs;\n(f) Develop a pool of educated citizens to support the expansion of existing\nbusiness and industry and the recruitment of new business and industry;\n(g) Enhance the flexibility and adaptability of Kentucky workers in an ever -\nchanging and global economy through continuing education and customized\ntraining for business and industry;\n(h) Promote the cultural and economic well -being of the communities through out\nKentucky; and\n(i) Improve the quality of life for Kentucky's citizens.\n(3) Students attending a college under the administration of the board of regents for the\nKCTCS may pursue a degree, certificate, or diploma through the following\nprograms:\n(a) Associate degree programs developed by the KCTCS, approved by the board\nof regents and the Council on Postsecondary Education. The board of regents\nshall confer degrees and award diplomas for the approved programs;\n(b) Joint degree programs developed between t he KCTCS and other institutions;\nand\n(c) Certificate and diploma programs developed by the KCTCS and reviewed by\nthe board of regents that do not lead to an associate degree.\n(4) The board of regents for the KCTCS shall expedite, whenever possible, action on\nrequests for any new technical or associate degree program of a vocational -\ntechnical or occupational nature.\n(5) The president of the KCTCS shall be responsible for oversight and management of\nthe system, including but not limited to:\n(a) The supervision of all administrative and managerial aspects of the KCTCS's\noperations, including personnel matters and fiscal management;\n(b) Oversight of the operational and facilities plans of the KCTCS;\n(c) Establishment of partnerships with community members, local  governments,\nand other entities to enhance the mission of the KCTCS; and\n(d) Approval, modification, and discontinuance of academic and workforce\nprograms after input and recommendations from college faculty relating to\ncurriculum and consultation with the board of regents.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57977","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:16Z","sha256":"a7b5e505db753b5a2b6bfffbc30eaf1519619412a5184f96354aba162a32a7ac","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.575","next":"us-ky/krs-164.5805"},"notice":"GroundRules: Original legal text.
