{"data":{"id":"us-ky/krs-164.584","jurisdiction":"us-ky","citation":"KRS 164.584","heading":"Chief financial officer -- Workforce liaison.","body":"(1) By August 1, 2026, the president of the Kentucky Community and Technical\nCollege System shall employ a chief financial officer who shall be responsible for\nthe development, administration, and oversight of the systemwide operating and\ncapital budgets in accordance with the following:\n(a) The chief financial officer shall provide the president with timely, accurate,\nand comprehensive financial information, including but not limited to\nsystemwide and college-level:\n1. Budget summaries;\n2. Revenue and expenditure reports;\n3. Fund balances and reserves;\n4. Cash flow projections;\n5. Financial risks, variances, and material changes;\n6. Any other financial information necessary for informed executive\ndecision-making or requested by the president; and\n7. Any other information requested by the president;\n(b) The chief financial officer shall provide financial information to the board of\nregents:\n1. Quarterly or more often at the request of the president or the board of\nregents;\n2. In a standardized format t hat allows comparison across colleges and\nover time; and\n3. In writing and in person at a regularly scheduled meeting;\n(c) The chief financial officer shall certify the accuracy of financial reports\nprovided to the president or the board of regents;\n(d) The chief financial officer shall immediately disclose any material\nmisstatements, omissions, or financial concerns upon discovery to the\npresident and the board of regents; and\n(e) The chief financial officer shall oversee and ensure cooperation with all\nrequired audits and financial reviews of the KCTCS.\n(2) By August 1, 2026, the president of the KCTCS shall name a workforce liaison who\nshall provide guidance to the president regarding ways the system shall remain\nresponsive to local labor market demands, foster strong employer relationships, and\nsupport the success of students and graduates in the workforce. The workforce\nliaison shall:\n(a) Work closely with the Cabinet for Economic Development and the Education\nand Labor Cabinet to ensure the KCTCS is ava ilable and ready to provide\nworkforce training in necessary areas based on economic development needs;\n(b) Facilitate employer engagement;\n(c) Support recruitment and placement of students and graduates; and\n(d) Represent the system in discussions and plan ning relating to policy\ndiscussions with the Cabinet for Economic Development and the Education\nand Labor Cabinet, community members, college staff, and students.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57978","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:16Z","sha256":"00d0b0340bf7ee9c2788dbedb756f7884c029cb1c12344620aa8cd091cf66d8c","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.5833","next":"us-ky/krs-164.585"},"notice":"GroundRules: Original legal text.
