{"data":{"id":"us-ky/krs-164.6011","jurisdiction":"us-ky","citation":"KRS 164.6011","heading":"Definitions for KRS 164.6011 to 164.6029.","body":"As used in KRS 164.6011 to 164.6029, unless the context indicates otherwise:\n(1) \"Applied research\" means those research activities occurring at universities and in\nprivate enterprises that have potential commercial application;\n(2) \"Cabinet\" means the Cabinet for Economic Development;\n(3) \"Closely related family members\" means any of the following in relation to an\nemployee or their spouse:\n(a) Parents or grandparents;\n(b) Children or their spouses; or\n(c) Siblings or their spouses;\n(4) \"Cluster\" means a geographically bound concentration of similar, related, or\ncomplementary companies with active channels for business transactions,\ncommunications, and dialogue, that share specialized infrastructure, labor markets,\nand services, and that are faced with common opportunities and threats;\n(5) \"Commonwealth\" means the Commonwealth of Kentucky;\n(6) \"Early-stage company\" means a company that is:\n(a) A small or medium-size company in its initial stages of operation;\n(b) Characterized by new or evolving product or service development; and\n(c) Establishing initial customer or market validation with potential material\ngrowth in employment or revenue;\n(7) \"Eligible company\" means any corporation, limited liability company, partnership,\nlimited partnership, sole proprietorship, business trust, person, group, or other\nentity;\n(8) \"High-growth company\" means a company that is:\n(a) A small or medium-size company; and\n(b) Demonstrating or has demonstrated potential for rapid and sustained\nexpansion in employment, revenue, or market share with potential for\ncontinued material growth;\n(9) \"Kentucky-based company\" means a company with its principal place of business\nin Kentucky or no less than fifty percent (50%) of its property and payroll located\nin Kentucky;\n(10) \"Knowledge-based\" means technology -intensive or driven by knowledge,\ninnovation, and speed;\n(11) \"Medium-size company\" means a business with fifty -one (51) to one hundred fifty\n(150) employees;\n(12) \"Qualified company\" means an eligible company that may be granted a funding\nvoucher or award pending certification;\n(13) \"Science and technology organization\" means an independent, nonprofit or quasi -\ngovernmental organization, with a statewide mission, that has a demonstrated\nhistory of managing complicated programs in the areas of entrepreneurial\ninnovation, science, and technology advancement;\n(14) \"Seed funding\" means financing that is provided for early -stage development,\nrefinement, and commercialization of a product, process, or innovation through\ncontinuing applied research, advancing the patent process, determining commercial\nand market potential, or moving research toward development of a prototype; and\n(15) \"Small company\" means a company with fifty (50) or fewer employees.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57631","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:16Z","sha256":"820835869da05782a4357400e17b6760f38f6a0479d63803373acfe0fd992067","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.600","next":"us-ky/krs-164.6013"},"notice":"GroundRules: Original legal text.
