{"data":{"id":"us-ky/krs-164.655","jurisdiction":"us-ky","citation":"KRS 164.655","heading":"Extension board, powers and duties.","body":"The extension board of each extension district shall have the following powers and\nduties:\n(1) To serve as an agency of the Commonwealth and to manage and transact all of the\nbusiness and affairs of its district and have authority to acquire property neces sary\nfor the conduct of the business of the district for the purposes of KRS 164.605 to\n164.675;\n(2) To enter into an annual memorandum of agreement with the extension service and\nthe extension district. This memorandum of agreement shall set forth the pol icy\npertaining to (a) appointment of personnel to serve in the district, (b) financing of\nextension work in the district, and (c) responsibilities of the cooperating parties in\nplanning and executing the program;\n(3) To, and shall as soon as possible follo wing the first meeting in which the officers\nare elected and annually thereafter, file in the office of the county clerk a certificate\nsigned by its chairman and secretary, certifying the names, addresses and terms of\noffice of each member and the names an d addresses of the officers of the extension\nboard with the signatures of the officers affixed thereto, and said certificate shall be\nconclusive as to the organization of the extension district, its extension board and as\nto its members and its officers;\n(4) With the advice of the extension council, to make and adopt such rules and\nregulations not inconsistent with the law as it may deem necessary for its own\ngovernment in the transaction of the business of the extension district;\n(5) To cooperate with the extension service and the extension council in conducting an\nextension program in agriculture, home economics, youth work and related subjects\nin the extension district. Said program shall be planned and executed upon the\nadvice, recommendations and assist ance of the extension council with the board to\nmake final decisions;\n(6) To cooperate with other extension districts in the employment of personnel, conduct\nof programs and sponsorship of activities for the mutual benefit of each;\n(7) To cooperate with al l extension organizations, farm organizations, state and federal\nagencies, civic clubs and any other organizations who may be interested in and\nwilling to cooperate in conducting the extension programs in the extension district;\n(8) To prepare annually not  later than April 15 of each year in cooperation with the\ndirector of extension an extension district budget for the ensuing year. This budget\nshall be prepared with consideration being given to the advice and\nrecommendations of the extension council, must  be consistent with financing\npolicies of the extension service and shall reflect the agricultural, home economics,\nyouth and related subject matter needs of people in the extension district;\n(9) To deposit all district extension education funds in a bank or banks approved by it\nin the name of the extension district. These receipts shall constitute a fund known as\nthe district cooperative extension education fund which shall be disbursed by the\ntreasurer of the extension board in accordance with the annual budget and the\nannual memorandum of agreement between the board and the extension service;\n(10) To, from time to time when necessary and on approval of the fiscal court, borrow\nsuch funds as may be required to meet the financial obligations of the extensio n\ndistrict; provided, however, that the extension board cannot in any fiscal year incur\nindebtedness in an amount which would be in excess of the anticipated revenue of\nsaid district for the fiscal year. The amount of the anticipated revenue shall be\ncertified to said board by the fiscal court of the county in which the district is\nlocated;\n(11) To expand the district cooperative extension education fund for salaries and travel\nexpense of extension personnel, rental, office supplies, equipment, communications,\noffice facilities, services and property acquisition and in payment of such other\nitems as may be necessary to carry out the extension district program;\n(12) To carry over unexpended district cooperative extension education funds into the\nnext fiscal y ear so that funds will be available to carry on the program; provided,\nhowever, that such anticipated carry -over funds shall be taken into consideration in\nthe formulation of the extension district budget for the ensuing year;\n(13) To comply with the requirements of KRS 65A.010 to 65A.090;\n(14) To be remunerated from the district cooperative extension education fund for actual\nexpenses incurred in the performance of services for the extension district;\nprovided, however, that payments for expenses must be approved by the extension\nboard;\n(15) To accept contributions from fiscal courts and boards of education for use in\nconducting extension work in the extension district as provided for under KRS\n247.080;\n(16) To accept private funds for use in conducting extension work in the extension\ndistrict; provided, however, that the acceptance of all such contributions must be\napproved by the director of extension; and\n(17) To collect reasonable fees for specific services which re quire special equipment or\npersonnel such as soil testing services, seed testing services or other services in\nsupport of the educational program of the extension district.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=41738","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:16Z","sha256":"88114418fe7eb30bf14159fec44e3126fd423a72205939917fb9bcb905fe9b7f","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.650","next":"us-ky/krs-164.660"},"notice":"GroundRules: Original legal text.
