{"data":{"id":"us-ky/krs-164.7015","jurisdiction":"us-ky","citation":"KRS 164.7015","heading":"Aviation training scholarship program.","body":"(1) The council shall reserve at least sixty -five percent (65%) of all net moneys in the\nfund for partnership proposals between aviation programs and aviation industry\npartners to provide aviation training scholarships to Kentucky residents enrolled in\naviation programs.\n(2) In accepting partnerships, the council shall collaborate with the advisory committee\nto evaluate each partnership proposal to determine if the proposal meets the\nrequirements of this section and administrative regulations promulgated by the\ncouncil. The administrative regulations shall create a process to prioritize accepting\npartnerships to proposals targeted to reduce the workforce demand of a specific\neligible aviation credential that is determined by the council, in collaboration with\nthe advisory committee, to be among the highest in demand in the Commonwealth\nbased on objective criteria.\n(3) A partnership shall require a written partnership contract between an aviation\nprogram, aviation industry partner, and the council. The partnership contract shall:\n(a) Prohibit any disbursement of moneys from the fund until the moneys\nappropriated by the General Assembly to be distributed are matched, at least\ndollar for dollar, with moneys deposited to the fund by the aviation industry\npartner;\n(b) Require the aviation program to use all moneys distributed to the aviation\nprogram pursuant to the partnership contract to issue direct aviation training\nscholarships to Kentucky students enrolled in the aviation program;\n(c) If applicable to an aviation p rogram, require that the aviation training\nscholarship application process encourage applicants to complete the Free\nApplication for Federal Student Aid; and\n(d) Meet all other requirements set forth in this section and administrative\nregulations, includin g but not limited to any reporting requirements to the\ncouncil.\n(4) Disbursements of moneys from the fund to support aviation training scholarships\nshall be made directly to an aviation program pursuant to the terms of the\npartnership contract.\n(5) An avia tion program that enters a partnership contract shall solicit, accept, and\nreview aviation training scholarship applications submitted by students enrolled in\nthe aviation program. A partnership contract may require that an aviation program\ndo so in collaboration with the aviation industry partner. The aviation program shall\naward aviation training scholarships pursuant to any scholarship criteria set forth in\nthe partnership contract, this section, and administrative regulations. The decisions\nof the aviation program in the issuance of scholarships shall be final.\n(6) An aviation training scholarship issued by an aviation program pursuant to a\npartnership contract shall be made directly to a recipient pursuant to a written\nscholarship contract between the r ecipient and the aviation program. The\nscholarship contract shall not restrict the recipient's ability to utilize the scholarship\nfor the total cost of attendance. Each recipient of a scholarship shall:\n(a) Agree in the written contract to be employed within Kentucky's aviation\nindustry for a contract period of one (1) year for each academic year funded\nby the scholarship, up to a maximum of two (2) total years; and\n(b) Sign a promissory note as evidence of t he scholarship and the obligation to\nrepay the scholarship amount upon failure to complete terms of the contract.\n(7) A grantor may place restrictions upon a contribution to the fund requiring specific\ncriteria for an aviation training scholarship or schol arships funded by the grantor's\ndedicated moneys, including but not limited to criteria restricting employment at the\naviation industry partner for the contract period.\n(8) The aviation training scholarship contract shall grant the aviation program, the\nCommonwealth, or the aviation industry partner the authority to initiate recoupment\nproceedings for the recovery of the total amount of all aviation training scholarships\nawarded to an individual that fails to complete the terms of a contract entered into\nin accordance with subsection (6) of this section, together with reasonable attorney\nfees and interest at a compound rate not to exceed eight percent (8%) per annum\nfrom the date of disbursement from the fund.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=54536","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:17Z","sha256":"7d695a6702f751e86f5363fe84bb48d5725797f259ff282658d40a32e0d5b457","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.7013","next":"us-ky/krs-164.7017"},"notice":"GroundRules: Original legal text.
