{"data":{"id":"us-ky/krs-164.751","jurisdiction":"us-ky","citation":"KRS 164.751","heading":"Distinguished Student Recognition and Scholarship Award Program --","body":"Selection committee -- Award selection criteria.\n(1) The Kentucky Higher Education Assistance Authority may expend such funds as\nappropriated and exercise the powers otherwise gra nted to administer the Kentucky\nDistinguished Student Recognition and Scholarship Award Program to reward\nacademic excellence among the state's talented students by providing financial\nassistance to encourage attendance at the state's public universities, nonprofit\ndegree granting colleges, and community colleges. Awards and scholarships shall\nbe offered to students who demonstrate the highest potential for successful college\nstudy. Recognition awards shall be awarded only once to an individual and shall\ncome solely from the authority. Scholarships shall be an equal match of funds\nbetween the authority and the university and may be offered annually to eligible\nstudents.\n(2) (a) The Governor shall appoint a nine (9) member selection committee whose\nmembers ar e representative of the geographic regions of the state and have\nvaried university affiliations. Members shall be appointed for a term of four\n(4) years though the initial appointments may be less than four (4) years to\nestablish staggered terms. The selec tion committee shall elect a chairman at\nits first meeting and annually thereafter. The executive director of the\nauthority, or his designee, shall serve as secretary to the committee. The\ncommittee shall meet at least semiannually and more often as necess ary.\nMembers shall serve without salary but shall be reimbursed for actual and\nnecessary expenses in the same manner as state employees. Members may be\nreappointed to the committee;\n(b) The authority shall promulgate regulations for the administration of t he\nrecognition award and scholarship programs. The regulations shall include but\nnot be limited to the following:\n1. Eligibility requirements which shall include requirements that students\nmust be Kentucky citizens who have declared an intention to attend a\nparticipating institution;\n2. Award selection criteria including but not limited to the student's rank in\nhis class, grade -point average, leadership and service potential, and the\nsubmission of a written essay;\n3. Award amounts;\n4. Selection committee, qualifications and duties;\n5. Fund distribution formula;\n6. Application deadlines; and\n7. Administrative procedures.\n(3) The applicant pool for the recognition and scholarship awards shall be made up of\nthe following Kentucky students:\n(a) High school students who take one (1) of the tests required for admission to\nthe state's public institutions of higher education in the s pring or summer as a\njunior or in the fall as a senior shall automatically become part of the\napplicant pool for awards. Students scoring in the ninety -eighth or ninety -\nninth percentile on these tests shall receive invitations to submit applications\nfor a recognition award and a scholarship award;\n(b) High school students nominated by the principal of an accredited high school\nwhich is not represented by a student described in paragraph (a) of this\nsubsection. The nominees shall receive an invitation to app ly for the awards;\nand\n(c) High school graduates who have scores in the ninety -eighth or ninety -ninth\npercentile on prior years' tests and who have not attended college may apply\nfor the awards.\n(4) The authority shall present recognition awards to the hig hest ranking students in\naccordance with the award selection criteria. The amount and number of awards\nshall be determined by the authority and shall depend on the amount of funds\navailable. No more than twenty percent (20%) of the awards shall be awarded to\nstudents who choose to attend an independent institution.\n(5) The scholarships shall be an equal match between authority funds and institutional\nfunds which may include any form of gift aid except state grant funds.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=4420","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:17Z","sha256":"c37f0b9529c18f590c2cced038da55164423c5ba4e5af9c78c8c8ef1458c9fb8","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.750","next":"us-ky/krs-164.7515"},"notice":"GroundRules: Original legal text.
