{"data":{"id":"us-ky/krs-164.773","jurisdiction":"us-ky","citation":"KRS 164.773","heading":"Student Teacher Stipend Program -- Definitions -- Procedures --","body":"Reporting requirements.\n(1) The General Assembly hereby establishes the Student Teacher Stipend Program to\nreduce financial barriers to students in completing educator preparatio n programs\nand entering the educator workforce.\n(2) As used in this section:\n(a) \"Academic term\" means a fall or spring academic semester;\n(b) \"Approved educator preparation program\" means a program approved by the\nEducation Professional Standards Board fo r the preparation of teachers and\nother professional school personnel;\n(c) \"Authority\" means the Kentucky Higher Education Assistance Authority;\n(d) \"Eligible student\" means a student who:\n1. Is a citizen or permanent resident of the United States;\n2. Is a Kentucky resident as determined by the authority;\n3. Is enrolled in an approved educator preparation program at a\nparticipating institution;\n4. Is approved for student teaching by the participating institution;\n5. Is student teaching at a Kentucky public school or nonpublic school\ncertified by the Kentucky Board of Education under KRS 156.160,\nexcept as provided in subsection (7) of this section;\n6. Has not previously received a student teacher stipend under this se ction;\nand\n7. Meets any other criteria established in administrative regulation\npromulgated by the authority;\n(e) \"Participating institution\" means an institution of higher education located in\nKentucky that offers an approved educator preparation program and executes\nan agreement with the authority on terms the authority deems necessary or\nappropriate for the administration of the Student Teacher Stipend Program;\nand\n(f) \"Student teacher\" has the same meaning as in KRS 161.010.\n(3) The Kentucky Higher Educ ation Assistance Authority shall administer the Student\nTeacher Stipend Program and shall promulgate administrative regulations in\naccordance with KRS Chapter 13A as may be needed for administration of the\nprogram.\n(4) (a) Beginning with the 2024 -2025 acad emic year, to the extent funds are\navailable, the authority may award a student teacher stipend of up to five\nthousand dollars ($5,000) to an eligible student during the academic term in\nwhich the student is a student teacher.\n(b) If funds are not sufficie nt to award stipends to all eligible students, awards\nshall be determined in accordance with administrative regulations\npromulgated by the authority.\n(5) For each academic term, by the deadline established by the authority, a participating\ninstitution shal l submit to the authority a report of all eligible students for that\nacademic term. The authority shall disburse stipend funds to eligible students\ndirectly or through the participating institution, in accordance with the distribution\nprocess determined by the authority.\n(6) The participating institution shall notify the authority within five (5) days of the\nwithdrawal of a previously eligible student from the program and no additional\ndistributions shall be made to or on behalf of the student.\n(7) The authority may establish criteria for approving a student teacher stipend for a\nstudent who is student teaching outside of Kentucky but is otherwise an eligible\nstudent under subsection (2)(d) of this section.\n(8) Funds awarded to an eligible student under this  section shall not be considered\nstudent financial aid in the year the funds are received.\n(9) By November 1, 2025, and each November 1 thereafter, the authority shall submit a\nreport to the Legislative Research Commission for referral to the Interim Joint\nCommittee on Education on the utilization and effectiveness of the Student Teacher\nStipend Program. The Kentucky Center for Statistics shall assist in developing the\nreport which shall include but not be limited to:\n(a) The total number of eligible studen ts and stipend recipients, and the total\naward amount by participating institution and program;\n(b) The demographic data of stipend recipients, including but not limited to:\n1. School district of high school graduation;\n2. County and city of residence prior to postsecondary enrollment;\n3. The participating institution in which the eligible student is enrolled\nwhile a student teacher; and\n4. The school and district in which the eligible student is a student teacher;\nand\n(c) The data correlation between stipe nd recipients and nonrecipients entering\nand remaining in the educator workforce, including but not limited to student\nteaching location and teaching position location.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56149","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:17Z","sha256":"5c2b3544af58bb702aba937b5bb187650f98df01123608776d0d75a0ff913cc9","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.772","next":"us-ky/krs-164.774"},"notice":"GroundRules: Original legal text.
