{"data":{"id":"us-ky/krs-164.7884","jurisdiction":"us-ky","citation":"KRS 164.7884","heading":"Definitions -- Eligibility of student in registered apprenticeship program,","body":"qualified workforce training program, qualified proprietary school program,\napproved workforce solutions training program, or college of art and design\nfor Kentucky educational excellence scholarship.\n(1) As used in this section:\n(a) \"Academic year\" means July 1 through June 30 of each year;\n(b) \"Apprentice\" has the same meaning as in KRS 343.010;\n(c) \"Approved workforce solutions training program\" means a local high -demand\nwork sector training program that is approved by the authority and is offered\nby the Kentucky Community and Technical College System through\nconsultation with representatives of the local workforce development area and\nthe local Kentucky Community a nd Technical College System campus where\nthe program will be offered;\n(d) \"Eligible college of art and design\" means a college that:\n1. Qualifies as a tax exempt organization pursuant to Section 501(c)(3) of\nthe Internal Revenue Code:\n2. Is conditionally o r unconditionally licensed by the Council on\nPostsecondary Education;\n3. Is a candidate for accreditation by a regional accrediting association\nrecognized by the United States Department of Education;\n4. Has its main campus physically located in Kentucky;\n5. Limits its degree program offerings to the area of fine arts; and\n6. Does not qualify as a participating institution as defined in KRS\n164.7874;\n(e) \"Eligible student\" means an eligible high school stu dent who has graduated\nfrom high school or a student eligible under KRS 164.7879(3)(e);\n(f) \"Proprietary school\" means a school that:\n1. Is licensed by the Kentucky Commission on Proprietary Education;\n2. Has operated for at least five (5) years;\n3. Has it s headquarters or main campus physically located in Kentucky;\nand\n4. Does not qualify as a participating institution under KRS 164.7874(20);\n(g) \"Qualified proprietary school program\" means a program offered by a\nproprietary school that is in the field of agriculture as defined in KRS 246.010\nor is in one (1) of Kentucky's top five (5) high -demand work sectors as\ndetermined by the Kentucky Workforce Innovation Board;\n(h) \"Qualified workforce training program\" means a program that is in one (1) of\nKentucky's top five (5) high -demand work sectors as determined by the\nKentucky Workforce Innovation Board;\n(i) \"Registered apprenticeship program\" means an apprenticeship program that:\n1. Is established in accordance with the requirements of KRS Chapter 343;\n2. Requires a minimum of two thousand (2,000) hours of on -the-job work\nexperience;\n3. Requires a minimum of one hundred forty -four (144) hours of related\ninstruction for each year of the apprenticeship; and\n4. Is approved by the Education and Labor Cabinet;\n(j) \"Related instruction\" has the same meaning as in KRS 343.010; and\n(k) \"Sponsor\" has the same meaning as in KRS 343.010.\n(2) Notwithstanding KRS 164.7881, an eligible student who earned a KEES award\nshall be eligible for a Kentucky educational excellence sch olarship if the student\nmeets the requirements of this section and is:\n(a) An apprentice in a registered apprenticeship program;\n(b) Enrolled in a qualified workforce training program that has a current\narticulation agreement for postsecondary credit hours  with a participating\ninstitution;\n(c) Enrolled in a qualified proprietary school program;\n(d) Enrolled in an approved workforce solutions training program; or\n(e) Enrolled in an eligible college of art and design.\n(3) (a) Beginning with the 2018-2019 academic year, an eligible student enrolled in a\nregistered apprenticeship program or, for the academic year beginning July 1,\n2020, an eligible student enrolled in a qualified workforce training program\nor, for the academic year beginning July 1, 2023, an eli gible student enrolled\nin a qualified proprietary school program, an approved workforce solutions\ntraining program, or an eligible college of art and design, may receive\nreimbursement of tuition, books, required tools, and other approved expenses\nrequired for participation in the program, upon certification by the sponsor,\nschool, or college and approval by the authority.\n(b) The reimbursement amount an eligible student may receive in an academic\nyear shall not exceed the student's KEES award maximum.\n(c) The total reimbursement amount an eligible student may receive under this\nsection shall not exceed the student's KEES award maximum multiplied by\nfour (4).\n(4) Eligibility for a KEES scholarship under this section shall terminate upon the earlier\nof:\n(a) The expiration of five (5) years following the eligible student's graduation\nfrom high school or receiving a High School Equi valency Diploma, except as\nprovided in KRS 164.7881(5); or\n(b) The eligible student's successful completion of the registered apprenticeship\nprogram, qualified workforce training program, qualified proprietary school\nprogram, or approved workforce solutions training program.\n(5) The authority shall promulgate administrative regulations establishing the\nprocedures for making awards under this section in consultation with the Kentucky\nEducation and Labor Cabinet and the Kentucky Economic Development Cabinet.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53792","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:17Z","sha256":"a0838b1d238ec53decd381248c5ec6e1b3e667e10f6a2480047fb323564dcb67","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.7883","next":"us-ky/krs-164.7885"},"notice":"GroundRules: Original legal text.
