{"data":{"id":"us-ky/krs-164.790","jurisdiction":"us-ky","citation":"KRS 164.790","heading":"Veterinary Contract Spaces Program -- Administration -- Administrative","body":"regulations -- Purchase of annual enrollment spaces -- Tuition credits --\nVeterinary Contract Spaces Program trust fund.\n(1) For purposes of this section:\n(a) \"Authority\" means the Kentucky Higher Education Assistance Authority;\n(b) \"Full enrollment space amount\" means the difference between the out -of-state\nand in -state tuition amount at a public participating veterinary school or an\nequivalent amount determined by the aut hority for a nonpublic participating\nveterinary school;\n(c) \"Kentucky student\" means a Kentucky resident as determined by the authority\nusing the criteria established by the Council on Postsecondary Education for\nthe purposes of postsecondary admission and tuition assessment;\n(d) \"Participating veterinary school\" means a college of veterinary medicine\napproved by the authority for participation in the program; and\n(e) \"Program\" means the Veterinary Contract Spaces Program.\n(2) The General Assembly establish es the Veterinary Contract Spaces Program to\nprovide financial assistance and access to Kentucky students seeking a veterinary\neducation and to help ensure the availability of a sufficient veterinary workforce in\nthe Commonwealth.\n(3) The authority shall a dminister the program and shall promulgate administrative\nregulations in accordance with KRS Chapter 13A as may be needed for the\nadministration of the program.\n(4) Subject to the availability of funds, the authority shall contract to purchase at least\none hundred sixty-four (164) enrollment spaces annually for Kentucky students at\none (1) or more participating veterinary schools. To the extent possible, the contract\nshall be for the full enrollment space amount.\n(5) Kentucky students enrolled in a particip ating veterinary school and selected by the\nschool for participation in the program shall receive a tuition credit from the school\nin the amount required to purchase his or her enrollment space each semester, not to\nexceed eight (8) semesters.\n(6) To the extent possible, the authority shall secure enrollment spaces so that Kentucky\nstudents participating in the program may continue applying tuition credits at the\nsame participating veterinary school for up to eight (8) semesters.\n(7) (a) The Veterinary Contract Spaces Program trust fund is hereby created as a trust\nfund in the State Treasury to be administered by the authority for the purpose\nof purchasing enrollment spaces for Kentucky students in participating\nveterinary schools as described in this section.\n(b) The trust fund shall consist of state general fund appropriations, gifts and\ngrants from public and private sources, and federal funds. All moneys\nincluded in the fund shall be appropriated for the purposes set forth in this\nsection.\n(c) Any unalloted or unencumbered balances in the trust fund shall be invested as\nprovided in KRS 42.500(9). Income earned from the investments shall be\ncredited to the trust fund.\n(d) Notwithstanding KRS 45.229, any fund balance at the close of the fiscal yea r\nshall not lapse but shall be carried forward to the next fiscal year and\ncontinuously appropriated only for the purposes specified in this section.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=49977","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:18Z","sha256":"61a78250860072f72446de4c2fbefcedbed9033efdfd901c0500bd889cf4f2c6","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.7895","next":"us-ky/krs-164.7901"},"notice":"GroundRules: Original legal text.
