{"data":{"id":"us-ky/krs-164.806","jurisdiction":"us-ky","citation":"KRS 164.806","heading":"Kentucky State University -- Student admissions restrictions -- Effect of","body":"outstanding debt on enrollment -- Debt collection reporting.\n(1) Kentucky State University shall not admit a new applicant for undergraduate\nadmission unless the applicant:\n(a) 1. Attained a cumulative unweighted high school grade point average of no\nless than two point five (2.5) on a four (4) point scale; and\n2. Achieved a composite ACT score of no less than eighteen (18) or an\nequivalent score on the SAT or another nation ally recognized college\nreadiness examination approved by the Council on Postsecondary\nEducation; or\n(b) Meets the criteria for discretionary undergraduate admission under alternative\nadmission standards established by the council for the following groups of\nstudents:\n1. Transfer students from an accredited postsecondary education institution\nwith at least:\na. Twenty-four (24) credit hours; and\nb. A cumulative collegiate grade point average of no less than two\npoint five (2.5) on a four (4) point scale;\n2. Veterans of the Armed Forces of the United States;\n3. Graduates of a nonpublic school with a composite ACT score of no less\nthan eighteen (18) or  an equivalent score on the SAT or another\nnationally recognized college readiness examination approved by the\nCouncil on Postsecondary Education;\n4. Nontraditional age students as defined by KRS 164.092 with\ndemonstrable professional experience; or\n5. Dual credit students.\n(2) Any individual with an outstanding balance to Kentucky State University in excess\nof one thousand dollars ($1,000) due and owing for more than sixty (60) days shall\nnot be admitted or readmitted to the university or permitted to enro ll or continue in\nany online or in -person course, seminar, or program at the university. The entire\noutstanding balance shall not be deemed due for a student on a payment plan\napproved by the university unless one (1) or more payments under the plan have\nbeen due and owing for more than sixty (60) days.\n(3) Except as otherwise provided in this section and notwithstanding any statute to the\ncontrary, the president of Kentucky State University shall have sole discretion as to\nthe admission, readmission, or en rollment of any student or former student of the\nuniversity who otherwise meets the university's admission and enrollment criteria\nfor the entire duration of the financial exigency declared in KRS 164.802.\n(4) (a) Kentucky State University shall submit a q uarterly report to the Council on\nPostsecondary Education in the format requested by the council that details\neach outstanding balance in excess of one thousand dollars ($1,000) that has\nbeen due and owing to the university for more than sixty (60) days an d the\nefforts of the university to collect those debts.\n(b) The council shall provide an annual update on the debts and collection efforts\nreported under paragraph (a) of this subsection to the Governor and the\nLegislative Research Commission.\n(c) The quar terly reporting required in paragraph (a) of this subsection shall\ncontinue for the entire duration of the financial exigency declared in KRS\n164.802 and may continue at the discretion of the council at a frequency\ndetermined by the council thereafter.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56865","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:18Z","sha256":"57f476c861b5d08df14880fe2bdb82e94e4dde3335c9b1d3594da005e60f2b91","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.804","next":"us-ky/krs-164.808"},"notice":"GroundRules: Original legal text.
