{"data":{"id":"us-ky/krs-164.936","jurisdiction":"us-ky","citation":"KRS 164.936","heading":"Healthcare Worker Loan Relief Program  -- Purpose -- Duties -- Trust","body":"fund.\n(1) The  General Assembly hereby establishes the statewide Healthcare Worker\nLoan  Relief Program designed to be in alignment with the federally funded\nstate loan repayment program authorized under KRS  211.165 in providing\nstudent  loan  repayment  for eligible healthcare workers  within the\nCommonwealth.  The  Healthcare Worker  Loan  Relief Program  shall be\nadministered by the University of Kentucky through the Center of Excellence in\nRural Health, and  all costs associated with the program, including the\nreimbursement of any expenses incurred by the center in its administration of\nthe program, shall be funded by state appropriations and other funds held in\nthe healthcare worker loan relief fund, which shall be excluded from the\ncomprehensive funding model established in KRS 164.092.\n(2) The board of trustees of the University of Kentucky, on behalf of the Center of\nExcellence in Rural Health, shall adopt policies for the administration of the\nprogram  that are in alignment with the policies implemented  in the\nadministration of KRS  211.165 and the federally funded state loan repayment\nprogram it authorizes, and shall include:\n(a) The  professional, certification, education, employment, and  worksite\neligibility requirements, except that the professional requirements shall\nalso grant eligibility to ophthalmologists, optometrists, and audiologists;\n(b) Student loan eligibility requirements;\n(c) A  process to consider applications from eligible healthcare workers,\nexcept the policy shall include an application cycle that is open at least\nbiannually;\n(d) Program admission guidelines;\n(e) The  conditions under which admitted healthcare workers shall receive\nawards;\n(f) To the extent that funding is available, the process for determining award\namounts, which shall include the tiering of award amounts based on\nprovider type, student loan amounts, and other factors, except that the\npolicy shall not require a dollar-for-dollar match component from admitted\nhealthcare workers' employers; and\n(g) Procedures to provide repayment to loan servicers.\n(3) (a) The healthcare worker loan relief fund is hereby created as a trust fund in\nthe State Treasury to be administered by the University of Kentucky on\nbehalf of the Center of Excellence in Rural Health for the purpose of\nproviding loan repayment as described in this section.\n(b) The trust fund shall consist of state general fund appropriations, gifts and\ngrants from public and private sources, and federal funds. All moneys\nincluded in the fund shall be appropriated for the purposes set forth in this\nsection.\n(c) Any  unallotted or unencumbered  balances in the trust fund shall be\ninvested as  provided in KRS  42.500(9). Income  earned from the\ninvestments shall be credited to the trust fund.\n(d) Notwithstanding KRS  45.229, any fund balance at the close of the fiscal\nyear shall not lapse but shall be carried forward to the next fiscal year and\ncontinuously appropriated only for the purposes specified in this section.","path":["KRS Chapter 164"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52293","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:18Z","sha256":"7e887f86d023e9e176c9fc0496633fc4602d476ccc4402461880e394ecea3884","source_id":"us-ky","stale":false,"prev":"us-ky/krs-164.935","next":"us-ky/krs-164.937"},"notice":"GroundRules: Original legal text.
