{"data":{"id":"us-ky/krs-171.228","jurisdiction":"us-ky","citation":"KRS 171.228","heading":"Imagination Library of Kentucky Program -- Establishment -- Purpose --","body":"Administration -- Trust fund.\n(1) The Imagination Library of Kentucky Program is hereby established. The purpose\nof the program shall be to promote the development of a co mprehensive statewide\ninitiative for encouraging preschool children to develop a love of reading and\nlearning. For purposes of this section, \"state program\" means the Imagination\nLibrary of Kentucky Program.\n(2) State program funds shall be used to provide , through Dolly Parton's Imagination\nLibrary, one (1) age-appropriate book to each registered child from birth to age five\n(5) in participating counties. Books shall be sent monthly to each child's home at no\ncost to families. The state program shall contr ibute the fifty percent (50%) match of\nthe funds, if available, required of local programs participating in Dolly Parton's\nImagination Library.\n(3) The Department for Libraries and Archives shall administer the state program,\nincluding but not limited to:\n(a) Promoting the statewide development of county -level Dolly Parton's\nImagination Library programs;\n(b) Advancing and strengthening local Dolly Parton's Imagination Library\nprograms with the goal of increasing family enrollment in those programs;\n(c) Recruiting volunteers to assist in the development, promotion, and\ncoordination of the state program;\n(d) Soliciting donations, gifts, and other funding to financially support the local\nDolly Parton's Imagination Library programs;\n(e) Developing community engagement;\n(f) Administering the state and local programs' dollar matching requirements;\n(g) Coordinating the collection and remittance of local program costs for books\nand mailing; and\n(h) Developing statewide marketing and communication plans.\n(4) (a) The Imagination Library of Kentucky Program trust fund is hereby created as\na trust fund in the State Treasury to be administered by the Department for\nLibraries and Archives for the purposes set forth in this section.\n(b) The trust fund shall consist of state general fund appropriations, gifts and\ngrants from public and private sources, and federal funds. All moneys\nincluded in the fund shall be appropriated for the purposes set forth in this\nsection.\n(c) Any unallotted or unencumbered balances in the trust fund shall be invested as\nprovided in KRS 42.500(9). Income earned from the investments shall be\ncredited to the trust fund.\n(d) Notwithstanding KRS 45.229, any fund balance at the close of the fiscal year\nshall not lapse  but shall be carried forward to the next fiscal year and\ncontinuously appropriated only for the purposes specified in this section.","path":["KRS Chapter 171"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=52749","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:22Z","sha256":"4bbb70485f6d411c46e775d08a4837292786013567865f59388324c8d6969c80","source_id":"us-ky","stale":false,"prev":"us-ky/krs-171.223","next":"us-ky/krs-171.230"},"notice":"GroundRules: Original legal text.
