It shall be\nthe duty of all departments, boards, commissions, officers or other agencies of the\nCommonwealth to supply to the central depository copies of each of their reports  and\npublications issued for general public distribution after July 1, 1958, in the number and in\nthe manner prescribed by rule or regulation promulgated by the department pursuant to\nKRS 171.450. College, university, and public libraries may be constitute d depository\nlibraries by written order of the department.
