Such contracts shall not be valid nor shall funds be\nobligated until the contracts are approved in writing by all the contracting parties and\nhave been certified by the Department for Libraries and Archives as providing standard\nlibrary service for the sum specified. Initial contracts shall be for two (2) year s or longer,\nsubject to renewal.
