The secretary to be appointed by the Governor under KRS 12.255; and\n2. The deputy secretary appointed under KRS 12.040;\n(b) The Department of Highways, headed by a commissioner, appointed by the\nGovernor under KRS 12.040;\n(c) The Department of Vehicle Regulation, headed by a commissioner, appointed\nby the Governor under KRS 12.040. The Motor Ve hicle Commission\nestablished in KRS 190.058 shall be attached to the Department of Vehicle\nRegulation for administrative purposes;\n(d) The Department of Rural and Municipal Aid, headed by a commissioner\nappointed by the Governor under KRS 12.040;\n(e) The D epartment of Aviation, headed by a commissioner appointed by the\nGovernor under KRS 12.040 and subject to Senate confirmation in\naccordance with KRS 11.160. The Kentucky Airport Zoning Commission\nestablished by KRS 183.861 shall be attached to the Department of Aviation;\n(f) The Office of Support Services, headed by an executive director appointed\nunder KRS 12.040;\n(g) The Office of Transportation Delivery, headed by an executive director\nappointed under KRS 12.040;\n(h) The Office of Audits, headed by an executive director appointed under KRS\n12.040;\n(i) The Office of Human Resource Management, headed by an executive dir ector\nappointed under KRS 12.040;\n(j) The Office of Information Technology, headed by an executive director\nappointed under KRS 12.040;\n(k) The Office of Legal Services, headed by an executive director appointed\nunder KRS 12.040;\n(l) The following offices, which shall be attached to the Office of the Secretary:\n1. The Office of Public Affairs, headed by an executive director appointed\nunder KRS 12.040;\n2. The Office of Budget and Fiscal Management, headed by an executive\ndirector appointed under KRS 12.040;\n3. The Office for Civil Rights and Small Business Development, headed\nby an executive director appointed under KRS 12.040;\n4. The Office of Inspector General, headed by an executive director\nappointed under KRS 12.040; and\n5. The Secretary's Office of Saf ety, headed by an executive director\nappointed under KRS 12.040;\n(m) The following offices, which shall be attached to the Department of\nHighways:\n1. The Office of Project Development, headed by an executive director\nappointed under KRS 12.040, who shall b e a registered professional\nengineer under KRS Chapter 322, and who shall be known as the deputy\nstate highway engineer for project development;\n2. The Office of Project Delivery and Preservation, headed by an executive\ndirector appointed under KRS 12.040,  who shall be a registered\nprofessional engineer under KRS Chapter 322, and who shall be known\nas the deputy state highway engineer for project delivery and\npreservation;\n3. The Office of Highway Safety, headed by an executive director\nappointed under KRS 12.040; and\n4. Highway District Offices One through Twelve, each district office to be\nheaded by an executive director, also known as the chief district\nengineer, appointed under KRS 12.040, who shall be a registered\nprofessional engineer under KRS Chapter 322; and\n(n) The following offices, which shall be attached to the Department of Rural and\nMunicipal Aid:\n1. Office of Local Programs, headed by an executive director appointed\nunder KRS 12.040; and\n2.
