{"data":{"id":"us-ky/krs-175.450","jurisdiction":"us-ky","citation":"KRS 175.450","heading":"General powers of authority as to turnpike projects.","body":"The authority is hereby authorized and empowered:\n(1) To construct, reconstruct, maintain, repair, operate, and regulate turnpike projects at\nsuch locations within the Commonwealth as may be determined by the authority\nand the department and provided for in an agreement or agreements;\n(2) To acquire sites abutting on any turnpike project, as a part of such project, and to\nconstruct or contract for the construction of buildings and appurtenances for service\nstations, garages, restaurants and other services a nd to lease the same to parties\nother than the department for any of such purposes (or, if leases to such parties\ncannot be made on acceptable terms, to operate or to lease to the department any or\nall of the same) in such manner and under such terms as ma y be provided in an\nagreement;\n(3) To issue turnpike revenue bonds of the authority payable solely from the tolls,\nrevenues, rentals and other funds pledged for their payment, for the purpose of\npaying all or any part of the cost of any one or more turnpike projects, and to refund\nany of its bonds;\n(4) To fix and revise from time to time and charge and collect tolls for transit over each\nturnpike project constructed by it, except to the extent that such powers are\nsurrendered to the department pursuant to a lease;\n(5) To combine for financing purposes any two (2) or more turnpike projects;\n(6) To lease as lessor any turnpike project or projects to the department as lessee,\npursuant to the terms and provisions of a lease;\n(7) To establish and enforce rules an d regulations for the use of any turnpike project,\nexcept during any period when such powers are provided to be exercised by the\ndepartment pursuant to a lease;\n(8) Without reference to KRS Chapter 56, to acquire and hold in the name of the\nauthority real and personal property in the exercise of its powers and the\nperformance of its functions and duties under this chapter, and to dispose of the\nsame, with the approval of the department;\n(9) To designate the locations and establish, limit and control such po ints of ingress to\nand egress from each turnpike project as the authority and the department may\ndetermine to be necessary or desirable to insure the proper operation and\nmaintenance of such project, and to prohibit entrance to such project from any point\nor points not so designated;\n(10) To make and enter into such contracts and agreements with the department and\nother parties as may be necessary or incidental to the performance of its duties and\nthe execution of its powers under this chapter;\n(11) To employ consulting engineers, attorneys, accountants, construction and financial\nexperts, superintendents, managers, and such other employees and agents as may be\nnecessary in the judgment of the authority, and to fix their compensation;\n(12) To receive and acc ept from the Commonwealth, the department, and any federal\nagency, grants for or in aid of the construction of any turnpike project, and to\nreceive and accept aid or contributions from any source of either money, property,\nlabor or other things of value, t o be held, used and applied only for the purposes for\nwhich such grants and contributions may be made;\n(13) To expend any funds provided under the authority of this chapter in advertising the\nfacilities and services of a turnpike project or projects to the traveling public; and\n(14) To do all acts and things necessary or convenient to carry out the powers expressly\ngranted in this chapter.","path":["KRS Chapter 175"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=5075","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:25Z","sha256":"94b0c3f9bd229c13e31f05b6de8773e45157df6db7b06cb7b919d26f1de20796","source_id":"us-ky","stale":false,"prev":"us-ky/krs-175.440","next":"us-ky/krs-175.460"},"notice":"GroundRules: Original legal text.
