{"data":{"id":"us-ky/krs-175.640","jurisdiction":"us-ky","citation":"KRS 175.640","heading":"Legislative findings.","body":"The General Assembly of the Commonwealth of Kentucky determines as a legislative\nfinding of fact that the economy of the Commonwealth is, to a major degree, dependent\nupon the severance and production of coal, which is the most abundant and valuable\nmineral resource of Kentucky; that there is a serious shortage of transportation facilities\nfor the transportation of coal from mines to market; that many of the roads, bridges and\nhighways situated in the coal -producing areas of the Commonwealth are obsolete an d\ninadequate for the uses to which they are subjected, and have, in many cases deteriorated\nto the point where their use is hazardous and represents a potential threat to the safety and\nwelfare of the traveling public; and that the shortage of modern, heav y-duty road systems\nin such areas is seriously retarding the continued economic growth of the\nCommonwealth. The General Assembly of the Commonwealth of Kentucky further\ndetermines as a legislative finding of fact that the construction and financing of reso urce\nrecovery roads through the Turnpike Authority of Kentucky utilizing coal severance tax\nallocations for the amortization of resource recovery road revenue bonds issued to\nprovide funds to construct such roads will preserve and enhance the economic viability of\nthe Commonwealth, will protect and enhance the safety, health, convenience and general\nwelfare of the traveling public, and will therefore constitute the performance of essential\ngovernmental and public purposes.","path":["KRS Chapter 175"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=5097","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:26Z","sha256":"a29ac75c76c133b06f903835553ecdbf4b9a2e97793e5fb84d9da342b902c73c","source_id":"us-ky","stale":false,"prev":"us-ky/krs-175.630","next":"us-ky/krs-175.650"},"notice":"GroundRules: Original legal text.
