{"data":{"id":"us-ky/krs-177.410","jurisdiction":"us-ky","citation":"KRS 177.410","heading":"General powers of Department of Highways as to turnpike projects.","body":"The department is hereby authorized and empowered:\n(1) To construct, reconstruct, maintain, repair, operate, regulate and police turnpike\nprojects at such locations within the Commonwealth as may be determined by the\ndepartment and approved by the Governor;\n(2) To acquire sites abutting on any turnpike project, and to construct or contract for the\nconstruction of buildings and appurtenances for service stations, garages,\nrestaurants and other services and to lease the same to others for any of such\npurposes (or, if leases cannot be made on acceptable terms, to operate any and all of\nthe same) in such manner and under such terms as the department may determine;\n(3) To issue turnpike revenue bonds of the Commonwealth, payable solely from the\ntolls, revenues and other funds pledged for their payment, for the purpose of paying\nall or any part of the cost of any one (1) or more turnpike projects, and to refund any\nof its bonds, all as provided in KRS 177.390 to 177.570;\n(4) To fix and revise from time to time and charge and collect tolls for transit over each\nturnpike project constructed by it;\n(5) To combine for financing purposes any two (2) or more turnpike projects;\n(6) To establish rules and regulations for the use of any turnpike project;\n(7) To acquire, hold  and dispose of real and personal property in the exercise of its\npowers and the performance of its duties under KRS 177.390 to 177.570, without\nreference to KRS Chapter 56;\n(8) To designate the locations and establish, limit and control such points of ingress and\negress from each turnpike project as the department may determine to be necessary\nor desirable in the judgment of the department to insure the proper operation and\nmaintenance of such project, and to prohibit entrance to such project from any point\nor points not so designated;\n(9) To make and enter into all contracts and agreements necessary or incidental to the\nperformance of its duties and the execution of its powers under KRS 177.390 to\n177.570;\n(10) To employ consulting engineers, attorneys, ac countants, construction and financial\nexperts, superintendents, managers, and such other employees and agents as may be\nnecessary in its judgment, and to fix their compensation;\n(11) To receive and accept from any federal agency grants for or in aid of the\nconstruction of any turnpike project, and to receive and accept aid or contributions\nfrom any source of either money, property, labor or other things of value, to be held,\nused and applied only for the purposes for which such grants and contributions may\nbe made;\n(12) To expend any funds provided under the authority of KRS 177.390 to 177.570 in\nadvertising the facilities and services of a turnpike project or projects to the\ntraveling public; and\n(13) To do all acts and things necessary or convenient to car ry out the powers expressly\ngranted in KRS 177.390 to 177.570.","path":["KRS Chapter 177"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=5327","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:29Z","sha256":"fb1771ca0ab7f8b16f31c08bce6f4ad834e01f00437ac77c613f212d39e525bb","source_id":"us-ky","stale":false,"prev":"us-ky/krs-177.400","next":"us-ky/krs-177.420"},"notice":"GroundRules: Original legal text.
