(Effective until\nJanuary 1, 2027)\n(1) (a) If an owner loses his or her copy of a registration or transfer receipt, the\nowner may obtain a duplicate from the county clerk who issued the present\nowner's copy of the receipt if:\n1. Proof of insurance on the motor vehicle in compliance with KRS\n304.39-080 is provided to the county clerk, except that proof of\ninsurance shall not be required for duplicates applied for by motor\nvehicle dealers as defined in KRS 190.010;\n2. The owner files an affidavit, upon a form furnished by the cabinet; and\n3. The owner pays to the county clerk a fee of three dollars ($3).\n(b) When an owner's copy of any registration or transfer receipt shows that the\nspaces provided thereon for no ting and discharging security interests have\nbeen exhausted, the owner may obtain a duplicate from the county clerk who\nissued the receipt if:\n1. The owner surrenders his or her copy of the current receipt to the county\nclerk;\n2. Proof of insurance on the motor vehicle in compliance with KRS\n304.39-080 is provided to the county clerk, except that proof of\ninsurance shall not be required for duplicates applied for by motor\nvehicle dealers as defined in KRS 190.010; and\n3. The owner pays to the county clerk a fee of three dollars ($3).\n(c) Any security interest which has bee n discharged as shown by the records of\nthe clerk or upon the owner's copy of the current receipt shall be omitted from\nthe duplicate receipt to be issued by the county clerk.\n(2) (a) If an owner loses a registration plate, the owner shall:\n1. Surrender his or her registration receipt to the county clerk from whom\nit was obtained; and\n2. File a written statement as to the loss of the plate.\n(b) The owner shall be issued another registration receipt and a plate or plates,\nwhich shall bear a different number from that of the lost plate, if:\n1. Proof of insurance on the motor vehicle in compliance with KRS\n304.39-080 is provided to the county clerk; and\n2. The owner pays to the county clerk the sum of:\na. Three dollars ($3) for each plate; and\nb. Three dollars ($3) to the county clerk for his or her services.\n(c) The county clerk shall:\n1. Retain the owner's statement;\n2. Retain a copy of the owner's proof of insurance;\n3. Make a notation on the triplicate copy of the surrendered registration\nreceipt stating the number of the registration receipt replacing it; and\n4. Forward the original copy of the surrendered receipt to the cabinet.\n(d) The cabinet shall:\n1. Immediately cancel the registration corresponding to the number of the\nlost plate; and\n2. Report the can cellation to the commissioner of the Department of\nKentucky State Police.\n(e) Any person finding a lost registration plate shall deliver it to the cabinet or to\nany county clerk for forwarding it to the cabinet.\n(3) (a) If an owner moves from one (1) count y into another county of the\nCommonwealth, the owner may obtain from the county clerk of his or her\ncounty of residence a new registration receipt and new registration plate\nbearing the name of the county of residence if:\n1. The owner surrenders his or her  current registration receipt and current\nregistration plate to the county clerk;\n2. Proof of insurance on the motor vehicle in compliance with KRS\n304.39-080 is provided to the county clerk; and\n3. The owner pays a fee of five dollars ($5) to the county c lerk, of which\nthe county clerk shall be entitled to retain three dollars ($3) and the\ncabinet shall be entitled to two dollars ($2).\n(b) The surrendered receipt and plate shall be forwarded to the cabinet.\n(4) If an owner's registration is revoked under K RS 186A.040(5)(b), the owner may\nhave his or her registration reinstated by the county clerk who issued the present\nowner's copy of the receipt if:\n(a) The owner pays to the county clerk the reinstatement fee required under KRS\n186.040(8); and\n(b) The owner provides proof of insurance on the motor vehicle in compliance\nwith KRS 304.39-080 to the county clerk.\n(5) The owner of a motor vehicle that has the vehicle's registration revoked under KRS\n186.290 shall pay to the clerk a fee of twenty dollars ($20), which shall be equally\ndivided between the county clerk and the cabinet.\n(6) Proof of insurance for a personal motor vehicle shall be determined by the county\nclerk as provided in KRS 186A.042.\nEffective: June 27, 2025","path":["KRS Chapter 186"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56143","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:37Z","sha256":"e627fc9327e8cc873e562b96f624fb65507d554d9dc629f3a926c748bcca00ca","source_id":"us-ky","stale":false,"prev":"us-ky/krs-186.179","next":"us-ky/krs-186.181"},"notice":"GroundRules: Original legal text.
