Except as provided in KRS 186.410, a\nperson seeking to renew an operator's license shall apply to the cabinet in\naccordance with KRS 186.412 and 186.4121.\n(2) An applicant for a renewal license, instru ction permit, or identification card may\nchoose to be issued a document that is valid for four (4) years.
