{"data":{"id":"us-ky/krs-186.470","jurisdiction":"us-ky","citation":"KRS 186.470","heading":"Application of minor -- Renewal of minor's license or permit -- Consent to","body":"release of academic information to cabinet -- Cancellation.\n(1) (a) Except as provided in paragraphs (b) and (c) of this subsection, the application\nof any minor under the  age of eighteen (18) for an operator's license,\nmotorcycle operator's license, intermediate license, or any instruction permit\nshall not be granted unless the application is signed by a parent or legal\nguardian of the applicant. Regardless of which parent  signs the application,\nboth parents shall be responsible as provided in KRS 186.590.\n(b) The application of a minor who is under the age of eighteen (18) and in the\ncustody of the Cabinet for Health and Family Services shall be signed by:\n1. The applicant 's parent, legal guardian, grandparent, adult sibling, aunt,\nor uncle if the parental rights have not been terminated in accordance\nwith KRS Chapter 625;\n2. The foster parent with whom the applicant resides;\n3. Another person who is at least age eighteen (18) and is willing to\nassume responsibility for the applicant pursuant to KRS 186.590; or\n4. The applicant, without another person, upon verification by the Cabinet\nfor Health and Family Services in accordance with KRS 605.102 that\nshall include proof of financial responsibility in accordance with KRS\n186.590(2).\n(c) If the minor does not have a father, mother, or guardian, and has not applied\nunder paragraph (b) of this subsection, an operator's license, intermediate\nlicense, or instruction permit shall n ot be granted to the minor unless his or\nher application is signed by a person willing to assume the obligation imposed\nby KRS 186.590 upon a person signing the application of a minor.\n(d) A signature shall not be required in the case of the renewal of a m inor's\nlicense but the signature on the original application shall continue to make the\nparent, guardian, or other person liable under the provisions of KRS 186.590\non all renewals of the minor's license until he or she reaches the age of\neighteen (18) unl ess the license, or any renewal thereof, is canceled as\nprovided in subsection (3) of this section.\n(2) The application shall include parental consent or the minor's consent for the receipt\nand release of the information as set forth in KRS 159.051 regardi ng the attendance\nand academic requirements for a minor to acquire and keep an operator's license,\nintermediate license, instructional permit, or privilege to operate a motor vehicle.\n(3) (a) A parent or a guardian of a minor applicant, or a person who sig ned for a\nminor applicant under subsection (1)(b) or (c) of this section, may file with the\ncabinet a verified written request that the license of the minor be canceled. A\nminor's foster parent shall share a request made in accordance with this\nparagraph with the Cabinet for Health and Family Services.\n(b) A representative of the Cabinet for Health and Family Services may file with\nthe cabinet a verified written request that the license of a minor child in the\ncustody of the Cabinet for Health and Family Services be canceled.\n(c) Upon the filing of a request under paragraph (a) or (b) of this subsection, the\nlicense of the minor shall be canceled and any person who signed the\napplication shall be relieved as to subsequent acts of the minor from the\nliability imposed by subsection (1) of KRS 186.590.\n(4) Upon receipt of satisfactory evidence of the death of the person who signed the\napplication of a minor for a license, the cabinet shall have the license canceled and\nno new license shall be issued to the minor until a new application , signed and\nverified, is made as required by this section.","path":["KRS Chapter 186"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=45709","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:38Z","sha256":"21184dec6ca722d7e571fb0bd32e7a4a0dcd4179b8d57972f3fb4a3c3cc21c91","source_id":"us-ky","stale":false,"prev":"us-ky/krs-186.460","next":"us-ky/krs-186.480"},"notice":"GroundRules: Original legal text.
