(Effective until January\n1, 2027)\n(1) On and after January 1, 2006, a county clerk shall not process an application for,\nnor issue, a:\n(a) Kentucky title and registration or renewal of registration;\n(b) Replacement plate, decal, or registration certificate;\n(c) Duplicate registration;\n(d) Transfer of registration; or\n(e) Temporary tag;\nfor any personal motor vehicle as defined in KRS 304.39 -087(1) if AVIS does not\nlist the vehicle identification number of the personal motor vehicle as an insured\nvehicle, except as provided in subsection (2) of this section.\n(2) If AVIS does not list the vehicle identification number of the personal motor\nvehicle as an insured vehicle, the county clerk may process the application if:\n(a) The applicant has an insurance card in paper or electronic format that\nindicates the required security is currently in full force on the personal motor\nvehicle if the paper or electronic proof of insurance card was effective no\nmore than forty -five (45) days before the application is submitted to the\ncounty clerk; or\n(b) The owner o f the motor vehicle is serving in the Armed Forces outside of\nKentucky, and the owner provides an affidavit by the provost marshal of the\nbase where the owner is stationed stating that the motor vehicle is covered by\nsecurity as required by Subtitle 39 of KRS Chapter 304.\n(3) This section shall not apply to any transactions involving Kentucky motor vehicle\ndealers who are licensed as required by KRS 190.030.\n(4) For purposes of this section:\n(a) An insurance card in an electronic format means the display of an image\nsubject to immediate download or transmission from the applicant's insurer or\nagent to the applicant on any portable electronic device, including a cellular\nphone or any other type of portable electronic device, but shall not include a\nphotographic copy of a paper in surance card on a portable electronic device;\nand\n(b) The county clerk may require the applicant to e -mail the electronic insurance\ncard to the clerk, and the clerk may print a copy of the card for the clerk's\nrecords.\nEffective: June 25, 2013","path":["KRS Chapter 186A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=42318","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:39Z","sha256":"b23abc50753be97e36ea599cdc4f8c41a58c20b99cb8cc7f8ff8b495c9d07734","source_id":"us-ky","stale":false,"prev":"us-ky/krs-186a.040","next":"us-ky/krs-186a.045"},"notice":"GroundRules: Original legal text.
