{"data":{"id":"us-ky/krs-186a.060","jurisdiction":"us-ky","citation":"KRS 186A.060","heading":"Department of Vehicle Regulation to develop forms -- Reduction of","body":"paperwork required -- Identification numbers used -- False or erroneous\ninformation.\n(1) The Department of Vehicle Regulation is directed to develop, in cooperat ion with\ncounty clerks, auto dealers, manufactured home retailers, and the Department of\nRevenue, Department of Insurance, and Department of Kentucky State Police, the\nforms required to record all information pertinent to the registration, titling, and\ntaxation of a vehicle or manufactured home.\n(2) The Department of Vehicle Regulation shall make every effort to minimize and\nreduce the amount of paperwork required to apply for, or transfer, a vehicle or\nmanufactured home title. When possible, the title docu ment itself shall be used as\nthe primary form used to effect a transfer of vehicle or manufactured home\nownership. The title document shall contain space exclusively reserved for a\nminimum of two (2) dealer assignments.\n(3) When no in-state title exists, forms shall be designed by the department that require\nonly the appropriate and essential information to effect the application for title.\n(4) (a) The department shall constantly review the information needs of government\nagencies and other organizations wi th the goal of reducing or eliminating\nunnecessary documentation. Information being sought for application for title\nrelevant to, but not limited to, vehicle or manufactured home identification,\nowner, buyer, usage tax, county clerk, or inspector shall be set forth by the\ncabinet in such a way as to promote flexibility in reaching this goal.\n(b) Subject to the limitations of paragraph (c) of this subsection, an applicant for a\nmotor vehicle title shall be required to provide his or her Kentucky operator's\nlicense number, Kentucky personal identification card number, or Social\nSecurity number as part of the application process.\n(c) If a motor vehicle is jointly owned, one (1) of the owners, who is a resident of\nKentucky, shall be identified as the designated owner, and only the designated\nowner shall be required to provide his or her Kentucky operator's license\nnumber, Kentucky personal identification card number, or Social Security\nnumber as part of the application process.\n(d) Any vehicle or manufactured hom e owned by a business that is licensed by\nthe Secretary of State shall be titled and registered using a Federal Employer\nIdentification Number.\n(e) An applicant for a motor vehicle registration shall be required to provide his\nor her Kentucky operator's li cense, Kentucky personal identification card, or\nSocial Security number as part of the application process.\n(f) An applicant for a manufactured home registration shall be required to\nprovide his or her Kentucky operator's license, Kentucky personal\nidentification card, or Social Security number.\n(g) If a motor vehicle has situs and is principally operated in Kentuck y, and the\nowner does not reside in the Commonwealth, the motor vehicle shall be\nregistered with the owner's Social Security number and out -of-state operator's\nlicense number.\n(5) The use of an electronic medium shall be employed so that forms can be print ed by\nthe automated system. Existing statutory language in this chapter and KRS Chapter\n186 pertaining to application, signature, forms, or application transfer record may\nbe construed to be electronic in nature at the discretion of the cabinet as provided\nfor by administrative regulation.\n(6) Any person who knowingly enters, or attests to the entry of, false or erroneous\ninformation in pursuit of a certificate of title shall be guilty of forgery in the second\ndegree.","path":["KRS Chapter 186A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57812","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:39Z","sha256":"291df036e0910998ead6123f9bdcbe88e5bc19d8d8f38cb2f247618b5359e642","source_id":"us-ky","stale":false,"prev":"us-ky/krs-186a.055","next":"us-ky/krs-186a.065"},"notice":"GroundRules: Original legal text.
