{"data":{"id":"us-ky/krs-186a.097","jurisdiction":"us-ky","citation":"KRS 186A.097","heading":"Registration of imported motor vehicles -- Transfer of title -- Inspection","body":"of vehicle.\n(1) No county clerk shall accept an initial application for a certificate of registration or\ntitle, or license plate, from an importer of a motor vehicle not manuf actured for sale\nor distribution in the United States unless the importer of such a vehicle shall\nfurnish to the county clerk of the county where the vehicle is sought to be titled or\nregistered the following:\n(a) A manufacturer's certificate of origin in the English language issued by the\nactual vehicle manufacturer;\n(b) The original documents constituting valid proof of ownership in the country in\nwhich the vehicle was originally purchased, together with a complete\ntranslation of the documents into the En glish language verified as to accuracy\nof the translation by affidavit of a competent translator; or\n(c) In the case of a vehicle imported from a country that cancels the vehicle\nregistration and title for export, the documents assigned to the vehicle after the\nregistration and title have been canceled, together with a complete translation\nof the documents into the English language, verified as to accuracy of the\ntranslation by affidavit of the translator.\n(2) Upon the initial transfer of a vehicle not manu factured for sale or distribution in the\nUnited States by an importer of a vehicle, or upon registration of such a vehicle by\nthe importer for their own use, no county clerk shall accept an application for\ncertificate of registration or title or license pl ate until the following information is\nprovided:\n(a) A bond release letter, with all attachments, issued by the United States\nDepartment of Transportation acknowledging receipt of a statement of\ncompliance submitted by the importer of the vehicle and that the statement\nmeets the safety requirements of 19 C.F.R. 12.80 (e);\n(b) A bond release letter, with all attachments, issued by the United States\nEnvironmental Protection Agency stating that the vehicle has been tested and\nshown to be in conformity with federal emission requirements;\n(c) A receipt or certificate issued by the United States Department of Treasury\nshowing that any and all gas guzzler taxes due on the vehicle under the\nprovision of Public Law 95 -618, Title II, Section 201(a), (26 U.S.C. Sec.\n4064), have been fully paid; and\n(d) True and accurate copies of all documents, photographs, reports and all other\nrecords submitted to and used in obtaining United States customs bond release\nauthorization from the United States Environmental Protection Age ncy and\nthe United States Department of Transportation, and on which the\nauthorization to release the bond was based.\n(3) Upon the initial transfer of a vehicle not manufactured for sale or distribution in the\nUnited States by an importer of a vehicle, or upon registration of such a vehicle by\nthe importer for their own use, the applicant shall, before submitting his application\nto the county clerk, have the vehicle together with his application for title or\nregistration and its supporting documents inspect ed by a certified inspector\naccording to the provisions of the KRS 186A.115. When requested to inspect a\nvehicle pursuant to this section, the certified inspector shall personally and\nphysically inspect the vehicle, together with the application for title or registration,\nand its supporting documentation. He shall insure that the documents, photographs,\nreports and other records submitted to the United States Department of\nTransportation and the United States Environmental Protection Agency, upon which\nthe decision to issue bond release authorization to the United States Customs\nService was based, correspond with the vehicle he is physically inspecting, by\nmatching such records with the following:\n(a) The vehicle identification number;\n(b) The engine serial number;\n(c) The make and model of the vehicle; and\n(d) Photographs of the vehicle (if submitted).\n(4) In lieu of the foregoing requirements, the applicant shall furnish to the county clerk\nproof satisfactory that the vehicle for which reg istration or title is sought was\nmanufactured in the United States, or that such was lawfully imported into the\nUnited States by an authorized distributor from the manufacturer of the motor\nvehicle.","path":["KRS Chapter 186A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=6152","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:39Z","sha256":"af33956af0664d1f813b1afd0782bb78e7c4cbe5e7d037b33479bf6ba06db2e6","source_id":"us-ky","stale":false,"prev":"us-ky/krs-186a.095","next":"us-ky/krs-186a.100"},"notice":"GroundRules: Original legal text.
