The towline shall\nnot be over fifteen (15) feet in length, and a white cloth or flag shall be fastened to the\ntowline at or near the center of the line, during both day and night so as t o make it plainly\ndiscernible. No vehicle shall at one (1) time haul more than two (2) vehicles connected in\nsuch a manner as to keep them uniformly spaced.
