{"data":{"id":"us-ky/krs-18a.010","jurisdiction":"us-ky","citation":"KRS 18A.010","heading":"General purpose of KRS 18A.005 to 18A.200 -- Total number of","body":"employees limited.\n(1) The general purpose of KRS 18A.005 to 18A.200 is to establish for the state a\nsystem of personnel administration based on merit principles and scientific methods\ngoverning the recruitment, examination, appointment, promotion, transfer, lay -off,\nremoval, discipline, and welfare of its classified employees and other incidents of\nstate employment. All appointments and promotions to positions in the state\nclassified se rvice shall be made solely on the basis of merit and fitness, to be\nascertained by competitive examination, except as hereinafter specified. The\nGeneral Assembly finds that this chapter is necessary in order to improve the\nmorale and motivation of state em ployees and to gain the maximum utilization of\nhuman resources in order to provide better service to the citizens of this\nCommonwealth.\n(2) The total number of permanent full -time personnel employed in agencies of the\nexecutive branch shall not exceed thirty-three thousand (33,000).\n(3) The provisions of subsection (2) of this section do not apply to teachers, career\nguidance coaches and counselors, or school administrators employed in state -\noperated area technology centers, or employees of the General Asse mbly, the\nLegislative Research Commission, the Kentucky Higher Education Assistance\nAuthority, the Kentucky Higher Education Student Loan Corporation, or the Court\nof Justice.\n(4) As used in this section, \"career guidance coach\" has the same meaning as in KRS\n158.810.","path":["KRS Chapter 18A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=40077","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:39Z","sha256":"2425198db60f3ab423730fe85d9641f5012aa2ca34156a98315ba6b7802b7c57","source_id":"us-ky","stale":false,"prev":"us-ky/krs-18a.005","next":"us-ky/krs-18a.015"},"notice":"GroundRules: Original legal text.
