{"data":{"id":"us-ky/krs-18a.2255","jurisdiction":"us-ky","citation":"KRS 18A.2255","heading":"Health benefit plans and other information to be submitted to Advisory","body":"Committee of State Health Insurers -- Approval or recommendations for\nchanges -- Committee to advise on options, bids, administration, and drug\nformulary -- Written report or testimony.\n(1) The secretary of the Personnel Cabinet shall submit to the Advisory Committee of\nState Health Insurance Subscribers established in KRS 18A.225, at least thirty (30)\ndays prior to issuing requests for proposals, the health benefit plans that will  be\nsubmitted to carriers. The secretary of the Personnel Cabinet shall also provide to\nemployee organizations who are represented on the Advisory Committee of State\nHealth Insurance Subscribers information necessary so that the member\nrepresenting the organization can fulfill his or her responsibilities under this section.\nThe advisory committee shall submit in writing to the secretary the committee's\napproval of the plans or its recommendations on changes to the plans no later than\nseven (7) days prior to  the issuance of requests for proposals. The advisory\ncommittee shall advise the secretary on:\n(a) Health insurance benefit options that should be included in the program;\n(b) Procedures for soliciting bids or requesting proposals for contracts from\ncarriers for the program;\n(c) The implementation, maintenance, and administration of the health insurance\nbenefits under the program; and\n(d) The development of a uniform prescription drug formulary that contains fair\nand reasonable standards and procedures for patient access to medically\nnecessary alternatives to the formulary and patient choice of higher -cost\nalternatives to the formulary, and that ensures that discounts negotiated with\ndrug manufacturers are passed to the program.\n(2) The secretary of the Personnel Cabinet shall, at the discretion of the co -chairs of the\nInterim Joint Committee on Appropriations and Revenue, either submit a written\nreport to or testify before the Interim Joint Committee on Appropriations and\nRevenue on the state employee health insurance program for the next plan year prior\nto the issuance of the requests for proposals.","path":["KRS Chapter 18A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=1403","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:40Z","sha256":"be05f8989b12f7d03f57ae62996e3901038d950e6be2ccdfbe737f7b515acac9","source_id":"us-ky","stale":false,"prev":"us-ky/krs-18a.2254","next":"us-ky/krs-18a.2256"},"notice":"GroundRules: Original legal text.
