{"data":{"id":"us-ky/krs-194a.387","jurisdiction":"us-ky","citation":"KRS 194A.387","heading":"Behavioral health -related community crisis and disaster response --","body":"Responsibilities of Department for Behavioral Health, Developmental and\nIntellectual Disabilities.\n(1) The department shall coordinate behavioral health -related community cr isis and\ndisaster response. The department shall have primary responsibility and authority\nfor planning and executing behavioral health-related community crisis response and\nbehavioral health-related disaster response.\n(2) The department shall:\n(a) Develop, update, and maintain a statewide community crisis response support\nplan for providing crisis response services;\n(b) Serve as the primary state agency for the core functional area of mental health\nand substance abuse care under Emergency Support Function #8, Public\nHealth and Medical Services;\n(c) Annually review the behavioral health portion of the Kentucky Emergency\nOperations Plan and make recommendations for updates to the plan;\n(d) Participate in state -level planning workgroups to address the provisio n of\ncrisis response services;\n(e) Establish and maintain memoranda of understanding and master agreements\nwith local partners to provide crisis response services following a disaster or\ncritical incident;\n(f) Develop, administer, and maintain a statewide system of registration and\ncredentialing of community crisis response volunteers to provide crisis\nresponse services;\n(g) Actively recruit volunteers to serve on the community crisis response team\nand the local community crisis response teams, ensuring representation from a\ndiversity of first responders and behavioral health provider peer groups;\n(h) Develop, administer, and maintain a statewide network of registered,\ncredentialed, and regional response -ready volunteers to provide crisis\nresponse services f ollowing a disaster or critical incidents in the\nCommonwealth;\n(i) Participate in local and statewide all -hazards and terrorism disaster exercises\nfocusing on meeting behavioral health needs of those affected;\n(j) Create and execute all -hazards and terrorism disaster exercises for volunteers\nfor the community crisis respo nse team and local community crisis response\nteams focusing on meeting behavioral health needs of those affected;\n(k) Apply for and administer Federal Emergency Management Agency crisis\ncounseling grants following a Presidential declaration, in collaborati on with\nlocal and regional behavioral health providers; and\n(l) Apply for and administer community crisis response and disaster specific\nbehavioral health grants from:\n1. The federal government;\n2. Private foundations; and\n3.
