{"data":{"id":"us-ky/krs-196.031","jurisdiction":"us-ky","citation":"KRS 196.031","heading":"Employment of personnel -- Annual report.","body":"(1) The cabinet shall employ the personnel and operate and maintain data collection\nand processing systems necessary to comply with the provisions of this section.\n(2) The cabinet shall annually on July 1 of each year report to the Governor, the\nLegislative Research Commission, and the Kentucky State Corrections Commission\non:\n(a) The placement of prisoners within the Commonwealth's correctional system\nby institution, whether imprisoned in a state prison or other institution,\nincluding county jails, on probatio n, paroled, housed in halfway houses,\nhoused in reentry centers, sentenced to community service or otherwise;\n(b) Numbers of prisoners by type of offense;\n(c) Numbers of prisoners by number and type of prior convictions;\n(d) Numbers of prisoners paroled by type of offense and by length of time served;\n(e) Numbers of prisoners released through shock probation by type of offense and\nby length of time served;\n(f) Numbers of prisoners serving their full sentence by type of offense;\n(g) The percentage of felony offenders on parole or some form of post -release\nsupervision who are participating or completing treatment consistent with\nassessment results, in prison and in the community;\n(h) The percentage of felony offenders whose reassessment results demonstrate\nreductions in criminal risk factors;\n(i) The percentage of programs that demonstrate their effectiveness in reducing\nrecidivism;\n(j) The percentage of felony offenders on parole or some form of post -release\nsupervision, by supervision type, who:\n1. Are employed or in school within thirty (30) days, six (6) months, and\none (1) year of the start of supervision;\n2. Have had part -time employment for a minimum of six (6) months, and\nthe percentage of offenders who have had full -time employment for a\nminimum of six (6) months;\n3. Have housing upon release from incarceration;\n4. Had stable housing for at least six (6) months; and\n5. Are arreste d, convicted, or returned to custody within six (6) months,\none (1) year, and three (3) years;\n(k) The percentage of admissions to prison by offenders under supervision at the\ntime of admission, including information regarding whether the violations\nwere criminal or technical;\n(l) The percentage of offenders participating in each reentry program operated\nby, or operated under contract with, the department who were arrested,\nconvicted, or returned to custody within three (3) years of their release from\ncustody, including whether they participated in the program while in custody,\nupon release, or both, and the offense that led to the arrest, conviction, or\nreturn to custody;\n(m) The percentage of offenders who did not participate in any programs under\nparagraph (l) of this subsection who were arrested, convicted, or returned to\ncustody within three (3) years of their release from custody. including the\noffense that led to the arrest, conviction, or return to custody; and\n(n) Any other data that provides inform ation on state-funded crime reduction and\nrecidivism reduction efforts, including caseload sizes by risk level,\nparticipation in treatment and intervention programming, public safety\noutcomes, and cost effectiveness.\n(3) The cabinet shall annually report t o the Governor and to the Legislative Research\nCommission on:\n(a) Numbers and types of prison beds necessary to meet current population needs\nand six (6) year projections of those needs;\n(b) Current personnel needs of the cabinet and five (5) year projecti ons of the\nneeds; and\n(c) A six (6) year projection of needed capital construction, program\ndevelopment, and anticipated requests for appropriations.","path":["KRS Chapter 196"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55477","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:48Z","sha256":"7882b5813f57635d2c371d1833610cfc89f234c158d7680caac2bb4682a594a4","source_id":"us-ky","stale":false,"prev":"us-ky/krs-196.030","next":"us-ky/krs-196.032"},"notice":"GroundRules: Original legal text.
