{"data":{"id":"us-ky/krs-196.704","jurisdiction":"us-ky","citation":"KRS 196.704","heading":"Commission's  duties relating to Prison Industry Enhancement","body":"Certification Program.\nFor a Prison Industry Enhancement  Certification Program (PIECP) administered\npursuant to KRS 197.105, the Kentucky State Corrections Commission shall:\n(1) Develop a statewide strategic plan for the development and implementation of\ngoals, objectives, and criteria for Prison Industry Enhancement  Certification\nPrograms (PIECPs);\n(2) Conduct a statewide assessment of business opportunities for the Kentucky\nCorrectional Industries operating locations and private business opportunities;\n(3) Conduct an assessment of any private business that applies to partner with\nPIECPs;\n(4) Review any information provided to the commission by companies, organized\nlabor, the Department of Corrections, or any agency of state government in\nregard to:\n(a) Potential job displacements relating to PIECPs;\n(b) Appropriate leased-labor pay rates for proposed business participants;\n(c) Opportunities to partner with businesses;\n(d) Reduction in the rate of recidivism; and\n(e) Business plans presented to the commission;\n(5) Provide technical assistance and support to potential partners;\n(6) Submit  an annual report no later than September  1 of each year to the\ncommissioner, the Governor, and the General Assembly, which shall include at\nleast the following information:\n(a) The status of the implementation of the statewide strategic plan;\n(b) The  effectiveness of the commission in achieving the goals outlined in\nthis section; and\n(c) An accounting of the distribution of profits and losses for the fiscal year;\n(7) Advise the Governor and the commissioner concerning PIECPs' policies and\nprograms, including particularly the following:\n(a) The  need for, and the development of, new or specialized facilities or\nprograms;\n(b) The need for, and the effectuation of, collaboration and liaison within the\ndepartment and between the department and community agencies and\nresources, including the bench  and  bar, in order to promote  the\nreadjustment and rehabilitation of offenders in institutions; and\n(c) The need for, and the development of, useful research in development of\nPIECPs; and\n(8) Promulgate administrative regulations in accordance with KRS Chapter 13A for\nbusinesses and the operating procedures of the Kentucky State Corrections\nCommission,  and the procedures for addressing the handling of injury to\ninmates participating in the PIECPs, such as workers' compensation insurance\nor another program.","path":["KRS Chapter 196"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=46786","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:49Z","sha256":"328d535b09006f0cfd1cd31ff9f76a97bd2235cccd0e3b1c154094b3c821dce3","source_id":"us-ky","stale":false,"prev":"us-ky/krs-196.703","next":"us-ky/krs-196.705"},"notice":"GroundRules: Original legal text.
