{"data":{"id":"us-ky/krs-198a.748","jurisdiction":"us-ky","citation":"KRS 198A.748","heading":"Application procedures -- Granting of funds -- Priority of applications --","body":"Services to be provided.\nThe corporation shall:\n(1) Issue a public notice to eligible recipients regarding the availability of trust fund\nmoneys at least twice each calendar year;\n(2) Provide a reasonable opportunity for the filing of applications;\n(3) After consultation with the Rural Housing Trust Fund Advisory Committee created\nin KRS 198A.750, approve or deny properly submitted and completed applications\nwithin ninety (90) days of their receipt;\n(4) Approve applications that will effectively use available moneys;\n(5) Approve or deny applications by ranking the applications competitively using\ncriteria established by the corporation in consultation with the advisory comm ittee\nand promulgated in an administrative regulation under KRS Chapter 13A;\n(6) Give priority to applications in the following order:\n(a) Applications for projects located in a federally declared disaster area or\nprojects assisting individual recipients d isplaced by a federally declared\ndisaster area;\n(b) Applications for projects submitted by nonprofit organizations or local\ngovernments for new rural housing construction;\n(c) Applications for projects using existing privately owned housing stock,\nincluding stock purchased by nonprofit public development activities;\n(d) Applications for projects using existing publicly owned housing stock; and\n(e) Applications from local governm ents for projects that demonstrate effective\nzoning, conversion, or demolition controls for single room occupancy units;\n(7) Provide technical assistance to eligible recipients seeking to construct, rehabilitate,\nor finance housing -related services for mod erate income individuals. The\ncorporation may contract with nonprofit organizations to provide the technical\nassistance required by this subsection; and\n(8) Provide the following services:\n(a) Financial planning and packaging for housing projects, includin g alternative\nownership programs and bridge financing;\n(b) Project design, architectural planning, siting, and compliance with planning\nrequirements;\n(c) Securing matching resources for project development;\n(d) Maximizing local government contributions to project development in the\nform of land donations, infrastructure improvements, waivers of development\nfees, local and state managed funds, zoning variances, density bonuses for\nlow-rise multifamily projects, or creative local planning;\n(e) Coordination wi th local planning, economic development, environmental,\ntechnical assistance, and recreational activities;\n(f) Construction and material management; and\n(g) Project maintenance and management.","path":["KRS Chapter 198A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53512","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:51Z","sha256":"fbe774c6a8cc0e9d534e9128bda0dd8db937f3a868a8dc464c1df9de9bf5c882","source_id":"us-ky","stale":false,"prev":"us-ky/krs-198a.746","next":"us-ky/krs-198a.750"},"notice":"GroundRules: Original legal text.
