{"data":{"id":"us-ky/krs-198b.032","jurisdiction":"us-ky","citation":"KRS 198B.032","heading":"Housing, Buildings and Construction Advisory Committee.","body":"(1) The Housing, Buildings and Construction Advisory Committee is established\nwithin the department and shall be composed of the following seventeen (17) voting\nmembers:\n(a) The commissioner of the department or the commissioner's designee;\n(b) The state fire marshal or a representative of the state fire marshal's office;\n(c) The director of the Building Code Enforcement Division within the\ndepartment; and\n(d) Fourteen (14) members appointed by the Governor:\n1. At least one (1) of whom shall be a licensed heati ng, ventilation, and air\nconditioning contractor;\n2. At least one (1) of whom shall be a licensed plumber;\n3. At least one (1) of whom shall be a licensed elevator mechanic or\nelevator contractor;\n4. At least one (1) of whom shall be a licensed electrician;\n5. At least one (1) of whom shall be a licensed engineer;\n6. At least one (1) of whom shall be a licensed architect;\n7. At least one (1) of whom shall be a manufactured or mobile home\nretailer or certified installer; and\n8. The remaining seven (7) of whom shall have experience in the housing,\nbuilding, or construction industries.\n(2) Each committee member appointed under subsection (1)(d) of this section shall be\nsubject to Senate confirmation in acc ordance with KRS 11.160, and serve a term of\nthree (3) years, except that initial appointments shall be staggered by the Governor.\nA member appointed to fill a vacancy occurring other than by expiration of a term\nshall be appointed for the remainder of the unexpired term.\n(3) The commissioner or the commissioner's designee shall serve as chair of the\ncommittee. The committee shall annually elect a member to serve as vice chair.\n(4) The committee shall meet at least quarterly, and a majority of the members o f the\ncommittee shall constitute a quorum for the transaction of business. If a vote on a\nmatter before the committee results in a tie, the commissioner or the commissioner's\ndesignee shall cast an additional deciding vote.\n(5) Committee members who are no t full -time state government employees shall be\ncompensated for their time when attending committee meetings or performing\nofficial duties as directed by the committee at the rate of fifty dollars ($50) per day.\nMembers of the committee shall be reimbursed  for all expenses paid or incurred in\nthe discharge of official business consistent with the reimbursement policy for state\nemployees.\n(6) The committee shall provide ongoing advice and input to the department, but shall\nnot become directly involved in the  licensing or regulation of housing, buildings,\nand construction matters by the department.\n(7) The department shall give the committee thirty (30) days to review and comment on\na proposed administrative regulation before the regulation is promulgated,\namended, or repealed, except in the case of an emergency administrative regulation.","path":["KRS Chapter 198B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57110","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:51Z","sha256":"dda81799454f356cd955a4f361b7d3a93e7fd63d1d62eaa24f247d167cf5eb42","source_id":"us-ky","stale":false,"prev":"us-ky/krs-198b.030","next":"us-ky/krs-198b.035"},"notice":"GroundRules: Original legal text.
