{"data":{"id":"us-ky/krs-198b.090","jurisdiction":"us-ky","citation":"KRS 198B.090","heading":"Certification of professional classifications -- Training program for","body":"building code administration and enforcement.\n(1) The department shall create and administer a certification program with sufficient\ntesting procedures to certify the following professional classifications:\n(a) Building inspector;\n(b) Plans and specifications inspector; and\n(c) Plumbing inspector.\n(2) The testing procedures shall be sufficient to reflect the ability of the person applying\nfor certification to inspect in accordance with those local, state, and federal building\ncodes, fire codes, plumbing codes, or health and safety codes, that are applicable to\nthe inspection duties for which he or she requests certification.\n(3) The department shall conduct or sponsor preentry a nd in -service education and\ntraining programs on the technical, legal, and administrative aspects of building\ncode administration and enforcement. For this purpose it may cooperate and\ncontract with educational institutions, area development districts, loc al, regional,\nstate or national building officials' organizations, and any other appropriate\norganization.\n(4) The department shall create and administer an educational program designed to\nprepare building officials, code enforcement officers, and other persons interested in\nobtaining from the department a certification as a building inspector, plans and\nspecifications inspector, or plumbing inspector. The program shall be designed to\nensure uniform statewide enforcement of the applicable state building and plumbing\ncodes. Training material coverage shall be adequate to prepare the participants with\na working knowledge of construction design, specification terms, and the state\nbuilding codes applicable to the particular field in which the applicant requests\ncertification.\n(5) Plumbing inspectors who are in compliance with KRS 318.090 as state inspectors\nand KRS 318.140 as city -county inspectors, shall be considered in compliance with\nsubsections (1)(c) and (2) of this section and shall not be required to be r etested by\nthe department prior to consideration for certification as a plumbing inspector. The\ndepartment shall review the plumbing inspector's qualifications and credentials for\ncompliance with KRS 318.090 or 318.140 prior to issuing a certification to t he\ninspector's certificate applicant.\n(6) Attendance at the training sessions shall not be mandatory prior to testing for\ncertification if the applicant's previous education or experience qualifies the\napplicant to obtain a passing score on the required certification test.\n(7) Training sessions shall be held as frequently as is felt necessary by the\ncommissioner to adequately provide for local and state building inspection needs.\n(8) The department's plans and specifications review staff and the field inspe ction staff\nshall attend the training and become certified in accordance with this section.\n(9) All building inspectors, plans and specification inspectors, and plumbing inspectors\nshall be certified or enrolled and actively pursuing department certificati on within\nninety (90) days after employment as an inspector.\n(10) The department shall establish a schedule of fees to cover the cost of the education,\ntesting, and certification programs to be paid by the applicants for certification. The\nfees shall not e xceed the actual cost of the services performed by the department to\nadminister the programs listed in this section.\n(11) The department may reimburse building officials, code enforcement officers, and\nother employees of the state and its subdivisions for related expenses incurred by\nthem for attendance at in-service training programs approved by the department.","path":["KRS Chapter 198B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=46904","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:51Z","sha256":"507a75bd5cbdcd67bb936a1e0eca1c03b3ad17fe9ae1a2b082f61c47da272780","source_id":"us-ky","stale":false,"prev":"us-ky/krs-198b.085","next":"us-ky/krs-198b.092"},"notice":"GroundRules: Original legal text.
