{"data":{"id":"us-ky/krs-199.420","jurisdiction":"us-ky","citation":"KRS 199.420","heading":"Administrative functions of secretary -- Personnel -- Compensation and","body":"other benefits -- Administrative costs.\n(1) The secretary may promulgate administrative regulations authorized by statute for\nthe proper administration of the functions of the cabi net, including qualification for\nthe receipt of federal funds and for cooperation with other state and federal\nagencies.\n(2) In the administration of KRS 199.420 to 199.670, the secretary shall cooperate to\nthe fullest extent possible with any agency of th is state or any other state of the\nUnited States.\n(3) The secretary is authorized, subject to the provisions of KRS Chapters 12, 18A, 42,\n45, and 64, to appoint, fix the compensation, and prescribe the duties and powers of\nany officers and employees as are  necessary in the performance of the secretary's\nduties under KRS 199.420 to 199.670. All positions shall be filled by persons\nselected and appointed on a nonpartisan merit basis, in accordance with merit\nstandards established by law. The secretary shall not employ or pay any person who\nis an officer or committee member of any political party organization. The secretary\nmay delegate to any person so appointed that power and authority as the secretary\ndeems reasonable and proper for the effective administrat ion of KRS 199.420 to\n199.670.\n(4) The secretary shall have the power and authority to elect coverage for the workers in\nthe cabinet, under the provisions of KRS Chapter 341, and may elect coverage for\nthese workers under the workers' compensation law of t his state. In the event the\ncoverage is elected the payment of contributions under KRS Chapter 341 and\npremiums under the workers' compensation law shall be deemed a proper cost of\nadministration.\n(5) The salaries and expenses of the secretary and the secr etary's staff shall be\nconsidered a proper cost of administration and charged to the funds allocated to the\nCabinet for Health and Family Services.","path":["KRS Chapter 199"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=7159","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:53Z","sha256":"c7dd2f82d172e89ac56fb13a7ce903b66ac66801cd1ecbf4600de8d9b41085fa","source_id":"us-ky","stale":false,"prev":"us-ky/krs-199.410","next":"us-ky/krs-199.430"},"notice":"GroundRules: Original legal text.
