{"data":{"id":"us-ky/krs-199.8983","jurisdiction":"us-ky","citation":"KRS 199.8983","heading":"Kentucky Child Care Advisory Council -- Membership -- Duties --","body":"Annual report.\n(1) There is hereby created the Kentucky Child Care Advisory Council to be composed\nof thirty-four (34) members. The members appointed by the Governor shall serve a\nterm of three (3) years. The appointed members of the council shall be\ngeographically and culturally representative of the population of the\nCommonwealth and shall be no less than proportionally representative of the two\n(2) leading political parties of the Commonwealth based on the state's voter\nregistration and the political affiliation of each appointee as of December 31 of the\nyear preceding the date of his or her appointment. For administrative purposes, the\ncouncil shall be attached to the department. The members shall be as follows:\n(a) The commissioner of the department, or designee;\n(b) Four (4) members appointed by the Governor representing child -care center\nproviders licensed pursuant to this chapter;\n(c) Two (2) members appointed by the Governo r representing family child -care\nhome providers licensed pursuant to this chapter;\n(d) Three (3) members appointed by the Governor who are parents, de facto\ncustodians, guardians, or legal custodians of children receiving services from\nchild-care centers o r family child -care homes licensed pursuant to this\nchapter;\n(e) Two (2) members appointed by the Governor representing local child -care\nresource and referral agencies;\n(f) One (1) member appointed by the Governor with a professional background\nin economics from a list of names provided by the president of the Council on\nPostsecondary Education;\n(g) Two (2) members appointed by the Governor with professional backgrounds\nin, or specialized knowledge of, child care and early childhood issues from a\nlist of names provided by the President of the Senate;\n(h) Two (2) members appointed by the Governor with professional backgrounds\nin, or specialized knowledge of, child care and early childhood issues from a\nlist of names provided by the Speaker of the House of Representatives;\n(i) One (1) member appointed by the Governor with a professional background\nin, or specialized knowledge of, child care and early childhood issues from a\nlist of names provided by the Minority Floor Leader of the Senate;\n(j) One (1) member appointed by the Governor with a professional background\nin, or specialized knowledge of, child care and early childhood issues from a\nlist of names provided by the Minority Floor Leader of the House of\nRepresentatives;\n(k) Three (3) members appointed by the Governor from the private sector who are\nknowledgeable about education, health, and development of children;\n(l) The director of the Division of Child Care within the department, or designee,\nas a nonvoting ex officio member;\n(m) The commissioner of education, Education and Labor Cabinet, or designee, as\na nonvoting ex officio member;\n(n) The executive director of the Governor's Office of Early Childhood, or\ndesignee, as a nonvoting ex officio member;\n(o) The commissioner of the Department  for Public Health within the cabinet, or\ndesignee, as a nonvoting ex officio member;\n(p) The state fire marshal, Public Protection Cabinet, or designee, as a nonvoting\nex officio member;\n(q) The executive director of the Kentucky Center for Statistics, or designee;\n(r) The two (2) co -chairs of the Interim Joint Committee on Families and\nChildren who shall be nonvoting members;\n(s) The two (2) co -chairs of the Interim Joint Committee on Appropriations and\nRevenue's Budget Review Subcommittee on Health and F amily Services who\nshall be nonvoting members; and\n(t) The two (2) co-chairs of the Interim Joint Committee on Education who shall\nbe nonvoting members.\n(2) The council shall have two (2) co -chairpersons. One (1) co-chairperson shall be the\ncommissioner of the department, or designee, and one (1) co -chairperson shall be\nelected by the voting members of the council.\n(3) Members shall serve until a successor has been appointed. If a vacancy on the\ncouncil occurs, the Governor shall appoint a replacement for t he remainder of the\nunexpired term.\n(4) Members shall serve without compensation but shall be reimbursed for reasonable\nand necessary expenses in accordance with state travel expenses and reimbursement\nadministrative regulations.\n(5) The council shall meet  at least quarterly and at other times upon call of the co -\nchairpersons.\n(6) The council shall advise the cabinet on matters affecting the operations, funding,\nand licensing of child -care centers, child -care microcenters as defined in KRS\n199.8911, family child-care homes, and other matters as directed by the General\nAssembly. The council shall provide input and recommendations for ways to\nimprove quality, access, and outcomes.\n(7) The council shall make an annual report by December 1 each year that provide s\nsummaries of its actions and discussions from that year and recommendations to\naddress the availability, affordability, accessibility, and quality of child care in the\nCommonwealth. A copy of the annual report shall be posted on the cabinet's\nwebsite and provided to the secretary, the Governor, and the Legislative Research\nCommission for referral to the Interim Joint Committee on Families and Children.","path":["KRS Chapter 199"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56900","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:55Z","sha256":"edc712569576bb9b6d3e5a025367e9d8ca08d656b59fbc8d8bb026dc31f5a7a7","source_id":"us-ky","stale":false,"prev":"us-ky/krs-199.8982","next":"us-ky/krs-199.8984"},"notice":"GroundRules: Original legal text.
