{"data":{"id":"us-ky/krs-200.707","jurisdiction":"us-ky","citation":"KRS 200.707","heading":"Community early childhood councils.","body":"(1) The Early Childhood Advisory Council may recognize and fund a community early\nchildhood council. A council shall be composed of no fewer than seven (7) and no\nmore than twenty-seven (27) members. Each council shall be composed of at least\none (1) member re presenting local agencies or organizations from profit, nonprofit,\nor family child care, Head Start or Early Head Start, and each school district in its\ndesignated service area. Other members may be appointed who represent local\nagencies and organizations,  including, but not limited to, the organizations or\nagencies listed:\n(a) Early childhood advocate;\n(b) Faith community;\n(c) Family resource center;\n(d) Military establishment;\n(e) Child-care resource and referral agency or child-care subsidy agent;\n(f) Child-care consumer or parent;\n(g) County cooperative extension service;\n(h) Department for public health;\n(i) University, college, or technical school;\n(j) United Way;\n(k) Kentucky Early Intervention System;\n(l) Agency administering services to children with disabilities;\n(m) Home visitation agency;\n(n) Family literacy agency;\n(o) Civic organization;\n(p) Public library;\n(q) Regional training center;\n(r) Community action agency;\n(s) Government;\n(t) Business community;\n(u) Home schooling association;\n(v) Health care professional;\n(w) Foster care parent; or\n(x) Adoptive parent.\n(2) Members shall serve on a community early childhood council on a voluntary basis\nand receive no compensation or expense reimbursement for their service.\n(3) (a) Members shall serve for a term of two (2) years and until their successors are\nappointed, except that for those members initially appointed, the terms shall\nbe as follows:\n1. One-third (1/3) of the members shall be appointed for three (3) years;\n2. One-third (1/3) shall be appointed for two (2) years; and\n3. One-third (1/3) shall be appointed for one (1) year.\n(b) Vacancies shall be appointed for unexpired terms in the same manner as\noriginal appointments.\n(4) A community early childhood council shall collaborate with the Di strict Early\nIntervention Committee, the Preschool Interagency Planning Council, and other\nexisting interagency groups in the service area.\n(5) A community early childhood council may apply for a competitive grant from the\nEarly Childhood Advisory Council,  consistent with a state plan for grant\nparticipation as established by the Early Childhood Advisory Council. Grant\nproposals shall:\n(a) Include a needs assessment and budget proposal for the respective service area\nserved by a community early childhood council;\n(b) Not include administrative costs that exceed five percent (5%); and\n(c) Contain a signed statement from each member of the community early\nchildhood council certifying that no program, agency, or individual that may\nreceive part of an award woul d constitute a conflict of interest under KRS\nChapter 11A for the council member. Issues concerning conflicts of interest\nshall be submitted to the Executive Branch Ethics Commission for resolution.\n(6) A community early childhood council shall submit an a nnual report to the Early\nChildhood Advisory Council that details the activities and services of the\ncommunity early childhood council, including the progress that the community\nearly childhood council has made toward addressing the early childhood\ndevelopment and school readiness goals for its designated service area and\nrecommendations that may be included in the state plan.\n(7) Any records that are in the custody of a community early childhood council, a\ndesignated service provider, or a grantee that con tain personal and identifying\ninformation relating to a family or children receiving services through the council\nshall be confidential and not subject to public disclosure, except as otherwise\nauthorized by law.","path":["KRS Chapter 200"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=42145","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:51:57Z","sha256":"f2c751ed67044c23246005b1a12ff9079404dab566a4dffcec8ac70ac338e467","source_id":"us-ky","stale":false,"prev":"us-ky/krs-200.705","next":"us-ky/krs-200.709"},"notice":"GroundRules: Original legal text.
