{"data":{"id":"us-ky/krs-205.704","jurisdiction":"us-ky","citation":"KRS 205.704","heading":"Preparation and submission of strategic plan to further education of low -","body":"income parents -- Parties included in planning process.\n(1) The cabinet shall undertake a joint planning process with appropriate state, local,\nand private education ins titutions, interested agencies, and citizens to ensure that\nopportunities for low -income parents to continue or improve their education shall\ncontinue with the implementation of the public assistance program funded by\nfederal block grant dollars under Titl e IV-A of the Federal Social Security Act, 42\nU.S.C. secs. 602 et seq. To this end, by July 31, 1998, the cabinet shall convene and\nprovide staff services for an advisory group of interested parties to evaluate\nopportunities and strategies and make recomme ndations for continued participation\nby low -income parents in education activities, including, but not limited to,\nrepresentatives of:\n(a) The state university system;\n(b) The state community college system;\n(c) Private colleges and universities;\n(d) State vocational and technical schools;\n(e) The Kentucky Higher Education Assistance Authority;\n(f) Basic and secondary education programs, including literacy, adult basic\neducation, a High School Equivalency Diploma program, and high school\nprograms;\n(g) Advocacy and citizens groups representing low -income parents, including\nlow-income parents in sufficient number to represent at least one quarter (1/4)\nof the total group;\n(h) Providers of child care and other supportive services; and\n(i) Two (2) members each f rom the Senate, as appointed by the President of the\nSenate, and the House of Representatives, as appointed by the Speaker of the\nHouse.\n(2) The cabinet shall prepare a strategic plan for continuation of education\nopportunities for low -income parents, based on the recommendations of the\nadvisory group. The cabinet shall submit the plan to the Legislative Research\nCommission no later than July 3 1, 1999.
