{"data":{"id":"us-ky/krs-210.420","jurisdiction":"us-ky","citation":"KRS 210.420","heading":"Limits on state general fund grants -- Purpose for which made --","body":"Distribution formula.\n(1) Except as hereinafter provided, grants from state general funds for any program\nshall not exceed fifty percent (50%) of the total expenditures for:\n(a) Salaries;\n(b) Contract facilities and services;\n(c) Operation, maintenance, and service costs;\n(d) Per diem and travel expenses for members of the community boards for\nmental health or individuals with an intellectual disability; and\n(e) Other expenditures speci fically approved by the secretary for health and\nfamily services.\nNo grants from state general funds shall be made for capital expenditures. Grants\nfrom state general funds may be made for expenditures for services for mental\nhealth or individuals with an  intellectual disability, whether provided by operation\nof a local facility or through contract with other public or private agencies.\n(2) The secretary of the Cabinet for Health and Family Services shall distribute to\ncommunity boards for mental health or  individuals with an intellectual disability\nthose general funds appropriated to the cabinet for the operation of regional\ncommunity programs for mental health or individuals with an intellectual disability.\nThis distribution shall be by a formula which includes provisions for:\n(a) Per capita allocations;\n(b) Incentive allocations which require local matching funds based on the per\ncapita wealth of the area served; and\n(c) Discretionary allocations to be available to the secretary to maintain essential\nservices pursuant to KRS 210.410.\nThe formula for allocation of community program general funds for mental health\nor individuals with an intellectual disability shall be prescribed by administrative\nregulations.","path":["KRS Chapter 210"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=40809","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:11Z","sha256":"13e5b59dc62058ecaac5f65e2dd61a123b794156280bd6cb04f08a5052345a83","source_id":"us-ky","stale":false,"prev":"us-ky/krs-210.410","next":"us-ky/krs-210.430"},"notice":"GroundRules: Original legal text.
