{"data":{"id":"us-ky/krs-211.1755","jurisdiction":"us-ky","citation":"KRS 211.1755","heading":"Merit system for local health department personnel.","body":"(1) The cabinet shall administer a personnel program for local health departments based\non the principles of merit governing the recruitment, examination, appointment,\ndiscipline, removal, and other incidents of employment for county, city -county, and\ndistrict agencies.\n(2) The cabinet shall establish policies and procedures for the personnel program\nthrough the promulgation of administrative regulations pursuant to KRS Chapter\n13A.\n(3) The administrative regulations promulgated by the cabinet governing the per sonnel\nprogram shall include the following:\n(a) Personnel policies for the governance of all agency employees, which shall\ninclude, but not be limited to, the following areas of personnel administration:\n1. Leave policies;\n2. Salary, wage, and price policy and administration;\n3. Conditions of employment;\n4. Conditions of termination;\n5. Fringe benefits;\n6. Employee grievance procedure;\n7. Employee performance evaluations;\n8. Staff development, and continuing education requirements; and\n9. Method of salary increments.\n(b) A classification plan based upon the duties and responsibilities assigned to\neach classification, which shall include for each classification an appropriate\ntitle, description of duties and responsibilities, required educat ion and\nexperience, and other qualifications at the discretion of the cabinet.\n(c) A compensation plan which provides salary ranges for the various\nclassifications of the classification plan commensurate with the duties and\nresponsibilities of the classification within budgetary limitations.\n(d) The recruitment of applicants, the determination of eligibility of applicants,\nthe appropriate examination for applicants, and the provision of a list of\nqualified individuals for employment with an agency.","path":["KRS Chapter 211"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=8358","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:12Z","sha256":"f3c4dda146166ece953e8a52852023f3c18a2daed38dfd2f6846d3c5f33831fb","source_id":"us-ky","stale":false,"prev":"us-ky/krs-211.1752","next":"us-ky/krs-211.180"},"notice":"GroundRules: Original legal text.
