{"data":{"id":"us-ky/krs-211.185","jurisdiction":"us-ky","citation":"KRS 211.185","heading":"Definitions for KRS 211.185 to 211.187.","body":"As used in KRS 211.185 to 211.187:\n(1) \"Agency\" means a local health department established in any county in the\nCommonwealth pursuant to KRS Chapter 212, including a health department in a\ncounty containing a city of the first class, a health department in a county with a\nconsolidated local government, an urban -county health department, an independent\ndistrict health department, or a district health department;\n(2) \"Cabinet\" means the Cabinet for Health and Family Services;\n(3) \"Commissioner\" means the commissioner of the Department for Pub lic Health\nwithin the Cabinet for Health and Family Services;\n(4) \"Core public health programs\" means all foundational public health programs as\ndefined in this section and services that may include but are not limited to the\nSpecial Supplemental Nutrition  Program for Women, Infants, and Children (WIC)\nprovided by the federal Food and Nutrition Service, the Health Access Nurturing\nDevelopment Services (HANDS) program established in KRS 211.690, and\nsubstance use disorder harm reduction services;\n(5) \"Department\" means the Department for Public Health within the Cabinet for\nHealth and Family Services;\n(6) \"Foundational public health programs\" means those services required by the\nKentucky Revised Statutes, including but not limited to activities and service\nprograms that prevent and mitigate disease, protect people from injury, promote\nhealthy lifestyles across all environments, promote population health services,\nenforce Kentucky administrative regulations, ensure emergency preparedness and\nresponse, monitor a nd mitigate communicable disease, and provide the\nadministrative and organizational infrastructure to deliver services;\n(7) \"Foundational public health service provider\" means an individual who is employed\nby an agency that provides a foundational public health program service;\n(8) \"Harm reduction services\" means a comprehensive set of public health strategies\nintended to reduce the negative impact of substance use disorders;\n(9) \"Local public health priorities\" means services not included in core public he alth\nprograms as defined in this section that are identified through a needs assessment as\npriorities of an agency through a process established in administrative regulations;\nand\n(10) \"Population health services\" means the development and support of polic ies and\npractices to address, change, and improve health outcomes through community\neducation and partnership development.","path":["KRS Chapter 211"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=49813","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:12Z","sha256":"6fade6cc60ccc6b0c25053edaeb3368479ec3bb550b8e6d173e67b80ca967f89","source_id":"us-ky","stale":false,"prev":"us-ky/krs-211.184","next":"us-ky/krs-211.186"},"notice":"GroundRules: Original legal text.
