{"data":{"id":"us-ky/krs-211.689","jurisdiction":"us-ky","citation":"KRS 211.689","heading":"Agencies receiving state funds for home visitation services.","body":"(1) As used in this section and KRS 211.690:\n(a) \"Home visitation\" means a service delivery strategy with voluntary\nparticipation of at-risk parents during the prenatal period and  until the child's\nthird birthday that provides visits by nurses, social workers, and other\nprofessionals or trained and supervised paraprofessionals to improve\nmaternal, infant, and child health and well-being, including:\n1. Reducing preterm births;\n2. Promoting positive parenting practices;\n3. Improving school readiness;\n4. Enhancing the social, emotional, and cognitive development of children;\n5. Reducing child abuse and neglect;\n6. Improving the health of the family; and\n7. Empowering families to be self-sufficient;\n(b) \"Home visitation program\" means the voluntary statewide home visiting\nprogram established by KRS 211.690 or a program implementing a research -\nbased model or a promising model that includes voluntary home visit ation as\na primary service delivery strategy that may supplement but shall not\nduplicate any existing program that provides assistance to parents and that\ndoes not include:\n1. Programs with few or infrequent home visits;\n2. Home visits based on professional judgment or medical referrals that are\ninfrequent and supplemental to a treatment plan;\n3. Programs in which home visiting is supplemental to other services, such\nas child protective services;\n4. In-home services delivered to at -risk parents through prov isions of an\nindividualized family service plan or individualized education program\nunder the federal Individuals with Disabilities Education Act, Part B or\nC; or\n5. Programs with goals related to direct intervention of domestic violence\nor substance abuse;\n(c) \"Research-based model\" means a home visitation model based on a clear,\nconsistent program model that:\n1. Is research -based, grounded in relevant empirically based knowledge,\nlinked to program determined outcomes, has comprehensive home\nvisitation sta ndards that ensure high -quality service delivery and\ncontinuous quality improvement, and has demonstrated significant,\nsustained positive outcomes;\n2. Employs highly trained and competent professionals or\nparaprofessionals who are provided close supervisio n and continual\nprofessional development and training relevant to the specific model\nbeing delivered;\n3. Demonstrates strong linkages to other community-based services; and\n4. Is operated within an organization to ensure program fidelity and meets\nthe outlined objectives and criteria for the model design; and\n(d) \"Promising model\" means a home visitation model that has ongoing research,\nis modeled after programs with proven standards and outcomes, and has\ndemonstrated its effectiveness or is actively incorp orating model evaluation\nprotocols designed to measure its efficacy.\n(2) An agency receiving state funds for the purpose of the delivery of home visitation\nservices shall:\n(a) Meet the definition of home visitation program in this section;\n(b) Demonstrate to the Department for Public Health that it is part of a\ncoordinated system of care for promoting health and well -being for at -risk\nparents during the prenatal period and until the child's third birthday; and\n(c) Report data to the statewide home visiting data system managed by the\nDepartment for Public Health in a uniform format prescribed by the\ndepartment ensuring common data elements, relevant home visiting data, and\ninformation to monitor program effectiveness, including program outcomes,\nnumbers of fa milies served, and other relevant data as determined by the\ndepartment.","path":["KRS Chapter 211"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55582","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:13Z","sha256":"763c397e0681c0e27dd2e3f3a4c19bd880859071f37804b9301351b5b4ecd4c4","source_id":"us-ky","stale":false,"prev":"us-ky/krs-211.686","next":"us-ky/krs-211.690"},"notice":"GroundRules: Original legal text.
