{"data":{"id":"us-ky/krs-213.131","jurisdiction":"us-ky","citation":"KRS 213.131","heading":"Inspection of records -- Public records.","body":"(1) To protect the integrity of vital records, to insure their proper use, and to insure the\nefficient and proper administration of the system of vital statistics, it shall be\nunlawful for any person to permit inspection of, or to disclose information\ncontained in vital records or to copy or issue a copy of all or part of any record\nexcept as authorized by this chapter, by regulation, or by order of a court of\ncompetent jurisdiction. Administrative regulations adopted by the cabinet shall\nprovide for adequate s tandards of security and confidentiality of vital records and\nshall conform to subsection (4) of this section.\n(2) The state registrar shall prepare annually an alphabetical list of all persons\nregistered as born in the preceding year. The list shall show the person's name, the\nmother's maiden name, and the date and county of birth. This list shall be an open\nrecord subject to inspection by the public upon request.\n(3) The state registrar shall prepare annually an alphabetical list of all persons\nregistered who die in the Commonwealth. This list shall show the name of the\ndeceased and the date and county of death and shall be an open record subject to\ninspection by the public upon request.\n(4) The Cabinet for Health and Family Services may authorize by regul ation the\ndisclosure of information contained in vital records for research and official\nadministrative purposes, if:\n(a) All information identifying persons named on the certificate is withheld or\nremoved;\n(b) The information is requested by a federal, st ate, county, or municipal agency\nof government which needs the data or information in the conduct of official\nduties; or\n(c) The cabinet has prepared, in writing, a statement of the conditions under\nwhich the data or records will be used and received an ag reement signed by a\nresponsible agent of the research organization agreeing to meet with and\nconform to the conditions.\n(5) If one hundred (100) years have elapsed after the date of birth, or fifty (50) years\nhave elapsed after the date of death, the records of these events in the custody of the\nstate registrar shall become public records and information shall be made available\nin accordance with regulations which shall provide for continued safekeeping of the\nrecords.","path":["KRS Chapter 213"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=8746","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:17Z","sha256":"a4e4b84d20ad4c5d89e98633864d8a757fa4a30ae3aa9f81e12d67cdd92f927f","source_id":"us-ky","stale":false,"prev":"us-ky/krs-213.130","next":"us-ky/krs-213.136"},"notice":"GroundRules: Original legal text.
