{"data":{"id":"us-ky/krs-218a.278","jurisdiction":"us-ky","citation":"KRS 218A.278","heading":"Pilot program to analyze outcomes and effectiveness of substance abuse","body":"treatment programs -- Definitions for section.\n(1) As used in this section:\n(a) \"Analyze\" means to apply scientific and mathematical measures to determine\nmeaningful patterns and associations in data. \"Analyze\" includes descriptive\nanalysis to examine historical data, predictive analysis to examine future\nprobabilities and trends, and prescriptive analysis to examine how future\ndecisions may impact the population and trends; and\n(b) \"Pilot program\" means a program in a county or set of counties, or a subset or\nsubsets of the population, as designated by the Cabinet for Health and Family\nServices and the Office of Drug Control Policy for analyzing the effectiveness\nof substance abuse treatment services in Kentucky.\n(2) The general purpose of this section is to assist in the development of a pilot\nprogram to analyze the outcomes and effectiveness of substance abuse treatment\nprograms in order to ensure that the Commonwealth is:\n(a) Addressing appropriate risk and protective factors for substance abuse in a\ndefined population;\n(b) Using approaches that have been shown to be effective;\n(c) Intervening early at important stages and transitions;\n(d) Intervening in appropriate settings and domains; and\n(e) Managing programs effectively.\n(3) Sources of data for the pilot program shall include, at a minimum, claims under the\nKentucky Department for Medicaid Services, the electronic monitoring system for\ncontrolled substances established un der KRS 218A.202, and the Department of\nWorkers' Claims.\n(4) As funds are available, the Cabinet for Health and Family Services and the Office\nof Drug Control Policy shall initiate a pilot program to determine, collect, and\nanalyze performance measurement data for substance abuse treatment services to\ndetermine practices that reduce frequency of relapse, provide better outcomes for\npatients, hold patients accountable, and control health costs related to substance\nabuse.\n(5) By December 31, 2016, the Cabinet for Health and Family Services and the Office\nof Drug Contro l Policy shall issue a joint report to the Legislative Research\nCommission and the Office of the Governor that:\n(a) Details the findings of the pilot program;\n(b) Includes recommendations based on the pilot program's results for optimizing\nsubstance abuse treatment services; and\n(c) Includes recommendations for the continued application of analytics to further\naugment Kentucky's approach to fighting substance abuse in the future.","path":["KRS Chapter 218A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56783","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:30Z","sha256":"434113dda7d26ed2a8918736481ab38fff8d7043634118148b20a223f3adb854","source_id":"us-ky","stale":false,"prev":"us-ky/krs-218a.276","next":"us-ky/krs-218a.280"},"notice":"GroundRules: Original legal text.
